The windows are in very poor condition

04:52
We can’t really straighten it too much, but we can prevent it from going further

06:00
To make matters worse, a lot of the things that were designed in the wall, are not in the wall

06:42
Recommends not tuck-pointing the wall

08:06
We want to give them some strength so that they can’t bend

08:58
If it goes a lot further, that’s when you are subject to a possible failure

09:19
I think we can fix them for a lot less than $30K

11:05
I realize there’s no guarantees in some of this, will that stop it?
- …it would be nice to make sure that it could last another 30 years

11:45
We did set aside $100K for these kinds of things.
- Already sent 11K for two different electricity projects

Joe Behrens hands out educational material regarding TIF

28:10
Cities can use TIF for “pretty much about anything the city defines in a plan up front to do.”

29:11
“If you do a TIF project, it locks up those funds, those new taxes generated, for a period of time.”
- Whenever you TIF, those funds are not available or the Cities and the school for the amount of time for which you TIF

30:39
Examples of communities Sac City’s size that have used TIF

31:32
Effectively that way to look at it is, that business paid for its own utilities, just not up front

33:29
The RXIICOG has three TIF projects on hold because of proposed tax rollbacks

33:59
R12 has three projects on hold due to fear of roll back

34:47
Discussion about using TIF to put in housing

35:22
Discussion about the Sibley, Iowa agreement

35:58
Recognition of county officials

36:59
The basis of all these city/county agreements are that the city will run the utilities out o the park, and that the county will set up and manage a TIF district, and there will be some sort of agreement about how much each party pays as far as the utilities provided to the district is, and how much each entity re-collects off of the cost associated with running those utilities. Which utilities are included is a negotiable point as are streets and sewers and all other forms o infrastructure.

37:54
In Sibley, the county right of ways were used to run the utilities to the district.

38:40
The Sibley method of TIF would avoid the need to annex

38:49
Sales tax can be TIFed
- According to Joe Behrens, these are unpredictable because of the volatile nature of local sales tax amounts.

39:50
Sac County Supervisors Rick Hecht wants a sunset in the TIF so that the properties can go back on the tax rolls.

42:41
In the Sibley agreement, it is spelled out that the TIF district is established for the creation of the district, and not for the maintenance of the district, as it is used elsewhere.

42:32
TIFs used for economic development don’t seem to end, and those properties don’t seem to come back onto the tax rolls in a timely manner.

42:55
Only one TIF district out of five in Sac County has ever retired

44:38
Can the boundaries of the TIF district be as large as possible?
- As big as you want.

47:01
TIF can be expanded into areas that are not part of an area that is considered a place for economic growth. It’s not illegal.

48:44
Is there a negative side to making a bigger TIF district than is needed?
- Not nessesarily as long as local officials are responsible.

50:36
Council goes into closed session under chapter 21.c – Discussion of Pending litigation
- City Attorney on the phone.

51:33
Selection of Kuehl and Payer as the preferred vendor for the Street Repair project

53:41
City to sell mosquito sprayer and the Ford trucks, (including the fire truck)
- Mike Green recommended that the city sell the equipment through a bidding process rather than through an auction.
- Hoping to get bids by July 22, and moving forward on July 25
- If the scrapping value is more than the bids, the city can reject all of the bids

56:00
Appointment of Teresa Loxterkamp to the City Park Board

56:24
Further discussion about open burning permits out of normal dates if current open burning dates

59:57
What is a hardship?

01:00:00
What is the appeal process?

01:03:25
The appeal process would be handled by the city council

01:03:43
There is a notification process that you are applying for a burning permit
- Mayor suggests that if the applicants get signatures from all of their neighbors prior to being granted the permit, there would be no need for an appeal process.

01:05:10
Two people have applied for a burning permit.

01:06:01
Is there enough interest in the council to continue pursuing this law

01:06:53

Hazel Elizabeth Ryan, age 75, of Lake View, IA, passed away on Monday, June 20, 2011, at Black Hawk Life Care Center in Lake View. Hazel was born on January 14, 1936, in the family home in Wall Lake, IA, to Roy and Ester (Bonnichsen) Roth. She was baptized and confirmed at the Methodist Church in Wall Lake and graduated from Wall Lake High School in 1954. She worked in Omaha, after high school, as a secretary for Mutual of Omaha. She used to complain that she had to wear high heels everyday at work.

After her marriage on February 19, 1959 to Marion Ryan, she owned and operated restaurants in the area for more than 40 years. They were best known for owning Ryan’s East End in Lake View for 16 years. Hazel never really retired. After leaving the restaurant business she began working at Thistle Down Nursery at the check-out and got roped into doing everything else. When she wasn’t working she enjoyed gardening, reading, sitting on the “veranda” and vacationing in Mexico with friends. She loved dogs and while she didn’t have her own anymore she enjoyed dog sitting her “granddogs”. She loved her children and was looking forward to her first grandchild. She loved sports and said the only reason she went to high school was to play basketball. She cheered on the Dallas Cowboys and any Iowa State team.

She was always there when you needed her, even at three in the morning. Many of her friends she called family.

Survivors include her daughter, Pat Ryan of Mason City; son Jeffrey Ryan and wife Stacey of Lake View; brother Alvin Roth and wife Betty of Wall Lake; sister Betty Brotherton and husband Charles of Wall Lake; extended family members; and many friends. Hazel was preceded in death by her parents; husband Marion; two sisters: Eva Mae Rieter and Ruth Bengford.
