03:30
The east wall is bowed some eight inches
03:59
The windows are in very poor condition
04:52
We can’t really straighten it too much, but we can prevent it from going further
06:00
To make matters worse, a lot of the things that were designed in the wall, are not in the wall
06:42
Recommends not tuck-pointing the wall
08:06
We want to give them some strength so that they can’t bend
08:58
If it goes a lot further, that’s when you are subject to a possible failure
09:19
I think we can fix them for a lot less than $30K
11:05
I realize there’s no guarantees in some of this, will that stop it?
- …it would be nice to make sure that it could last another 30 years
11:45

Cities can use TIF for “pretty much about anything the city defines in a plan up front to do.”
29:11
“If you do a TIF project, it locks up those funds, those new taxes generated, for a period of time.”
- Whenever you TIF, those funds are not available or the Cities and the school for the amount of time for which you TIF

Discussion about the Sibley, Iowa agreement
35:58
Recognition of county officials
36:59
The basis of all these city/county agreements are that the city will run the utilities out o the park, and that the county will set up and manage a TIF district, and there will be some sort of agreement about how much each party pays as far as the utilities provided to the district is, and how much each entity re-collects off of the cost associated with running those utilities. Which utilities are included is a negotiable point as are streets and sewers and all other forms o infrastructure.
37:54
In Sibley, the county right of ways were used to run the utilities to the district.
38:40
The Sibley method of TIF would avoid the need to annex

In the Sibley agreement, it is spelled out that the TIF district is established for the creation of the district, and not for the maintenance of the district, as it is used elsewhere.
42:32
TIFs used for economic development don’t seem to end, and those properties don’t seem to come back onto the tax rolls in a timely manner.
42:55
Only one TIF district out of five in Sac County has ever retired
44:38
Can the boundaries of the TIF district be as large as possible?
- As big as you want.
47:01
TIF can be expanded into areas that are not part of an area that is considered a place for economic growth. It’s not illegal.
48:44
Is there a negative side to making a bigger TIF district than is needed?
- Not nessesarily as long as local officials are responsible.
