Sac City Councilperson wants regular airport usage reports

During the February 22, 2010 Sac City Council forum, Councilperson Jim Frederick questioned why the council wasn’t getting a monthly report from the airport regarding, (for instance) how many take-offs and landings there are, and how much fuel they sell. According to City Administrator Adam Ledford, A representative of the airport commission is going to be at the March 8 Sac City Council meeting, and thinks that would be a great opportunity to address that issue.

Jim Frederick said that he liked the way the Sac Library is keeping up with technology.

According to City Administrator Adam Ledford, the Airport and the Fair board have worked out an agreement whereby the airport will provide temporary housing for the equipment that was stored in the building on the fairgrounds whose roof had collapsed.

The Sac County Endowment awarded the City of Sac City $6,000 for the use of purchasing playground equipment. This amount is about half of what the city requested.

The lining portion of the sewer project between the pool and 11th street on Gishwiller has begun.

The mayor reported that there would be a non-public meeting for the following day for people that were interested in taking over the businesses of the current elderly business owners that want to quit.

The mayor proposed a privately funded, but city managed fund for sending memorials for those who have passed away while in the service of the city.

Sac City Council committee reports

Partners for Progress
The Partners for Progress got a volunteer to come in and help fill out income tax returns for low income people. As of February 22, 2010 there were 24 people who have reportedly taken advantage of the program. According to Councilperson Jim Frederick, there are more people scheduled.

Park board
They are talking about the city’s flower gardens and have bids out. They also have want ads out for a park custodian.

Trees Forever
They have planted 16 crab apple trees down in Oakland Cemetery. They are in the process of ordering and replanting news trees for a batch that did not make it through last summer.

Fire Board
The 28E between the city and the townships was not completely signed and official for a number of years due to a financial dispute with Wall Lake Township. The 28E is finally going forward officially with Wall Lake Township signing on and paying a token $80 of the amount that the other members say that they owed. According to Councilperson bill Brenny, the fire board is functionally better at this point.

City Council decides not to allow extra time for burning storm debris

On February 22, 2010 he Sac City Council decided not to allow us to burn our storm debris in March.

The following in a transcript of the deliberation in regards to that decision.

HOW TO READ
= stammering has been removed for clarity.
[XXX] = words between brackets are editorial insertions for clarity.

BEGIN TRANSCRIPT
Jim Frederick: I think if they want to start burning, let 'em burn and get rid of this crap, save the city the money of hauling it.

Bill Brenny: on the other hand, you know, people with breathing problems and allergies... putting that amount of smoke ...burning green

Jim Johnston: Wet

Bill Brenny: Wet material and setting that smoke all over, you know, I’m just right on the borderline of ...tolerating the burning that we ...do have. I guess I would be hesitant to do that just in consideration of those people that have ... allergies and breathing problems, they don't really particularly care for the smoke

Adam Ledford: Playing an advocate to that argument you could also make the argument really all we're gaining is 30 days, here, you know? If you want to look at it from that perspective, that's another factor here. ...in just over 30 days they're going to be able to do it after this anyway.

Bill Brenny : Or if they don't like it, then they might be consider hauling it down as opposed to waiting for that time too.

Barb Powell : This is a discussion. Do we want to put it ...in the form of a motion or do you just, is there somebody who feels strongly about it one way or the other?

Jim Johnston: You're only going to let 'em burn for a week?

Adam Ledford: The ordinance is very clear that we have to have a specific beginning and ending period to allow it.

Jim Frederick: If you have it start in the first week of March and then with this resolution, end at the time that our regular burning starts then?

Adam Ledford: I mean, you could do that.

Brian Muska: You'd have to change it, but right now he's saying on the first through the sixth and then it would stop seventh through, and then when April comes it would pick back up.

Jim Frederick: I don't think you can predict the weather that precise that you're going to get 7 days that you can burn in those seven

Adam Ledford: Technically that's six days

Brian Muska: Yeah.

Adam Ledford: Cause we don't allow Sunday burning even on regular [UNINTELLIGIBLE]

Barb Powell: I thought we did.

Jim Frederick: [UNINTELLIGIBLE] yeah we do now. I'd like to see it start ...a day in march and then quit just in time the burning ban ...the burning starts, and then when the burning for that day is quit then everything's done. If they don't have it done by then it's their own fault.

Adam Ledford: Well, if you look over the resolution, if you look down to section ...two ...The Sac City Council does hereby permit the burning of yard waste under chapter one oh five two see of the Sac City Code of Ordinance for the period of. You could make a motion to approve this while amending that time frame.

[LONG PAUSE]

Brian Muska: I'm fine to wait until April.

Bill Brenny: I am also.

Jim Johnston: So am I.

Jim Frederick: I think we should start burning now. I guess we won’t get a second so there's no sense in wasting our time.

Adam Ledford: Then there really would not be a purpose ...if that's the case ...there's no reason to actually move forward on the resolution either. The resolution is only for that purpose.

Barb Powell: So if there's no further discussion on that, the item is dropped at this point in time.

END TRANSCRIPT

Normal burning will still be allowed in April and May.

feb hs report p1
feb hs report p2

1. This may be covered in depth at a future date.

2. The high school principal's office is slightly out of sync due to weather. According to High School Principal Kevin Litterer, the referral report is behind and there are probably 7 more cases that didn’t make it on to the report. Mr. Litterer reported that 5 cell phone violations is a normal amount.

4. Danielle Huntley is now a long term substitute.

5. The listed bankers talked to the students about what they are going to encounter at college regarding interest rates, and focused on the dangers of the blizzard of credit card offers they will receive. Several of the bankers listed put themselves at the school disposal to present the same information again

In addition to the items on the report, Mr. Litterer mentioned that there is a student teacher named Charlie Fitzgerald from Iowa State University working with Scott Johnson. The student teacher will be working with the Ag department for 16 weeks and took over three of the classes on the week beginning February 7, 2010.

The student teacher said that he came to East Sac County specifically because he was impressed with what he had heard about the ESC Future Farmers of America program and that he had turned down other opportunities in favor of East Sac County.

Mr. Fitzgerald was the state FFA officer when he was a student.
