Minutes of the August 30, 2011 Sac County Supervisors meeting

The Sac County Board of Supervisors met in regular session with all members present, Jack Bensley, Chairman, presiding. The minutes of the last meeting were approved as submitted.

It was moved by Stock and seconded by Hecht to approve the agenda as posted. Ayes all, motion carried.

The Board and the Auditor continued to discuss the reprecincting proposal as published in the newspapers.

Peggy Dettmann, Sac County Veteran’s Affairs Director, informed the Board of the rules and regulations regarding the annual state-provided allocation of $10,000 to be used for administrative and outreach services for veterans.

It was moved by Hecht and seconded by Stock to direct the chair to sign the acknowledgement page for the Veteran’s Affairs allocation. Ayes all, motion carried.

The County Engineer updated the Board on activities of the county road crews, status of current maintenance and construction projects and progress on Highway 20 as it pertains to secondary roads.

With there being no further business, on motion, the meeting was adjourned.

Solution to the red water problem still elusive

In 2009, residents from the Oak Street and Oak Hill area of Sac City, Iowa appeared before the council to lodge a complaint about drinking water with a dark orange coloration, referred to as “red” water. At the time, they demanded that the city dig up and replace the mains in that area to get rid of the problem. It came to light at the same time that there were other areas of town that were having problems with tinted water as well.

Prior to 2008 under the guidance of then City Administrator Jeff Fiegenschuh and Maintenance Department Head Bob Scheffler, the city was merely opening up the fire hydrants and draining the red water out of the system, which would temporarily fix the tint problem, but was not addressing the overall problem of the cause of the red water. It should be noted that in addition to the tint, the water is also very hard.

So, back to 2009. Based on the widespread nature of the problem, City Administrator Adam Ledford consulted with the Iowa Department of Natural Resources (DNR) to get a recommendation about what should be done. The DNR recommended changing the balance of the chlorination in the water system.

There have been no reports from any of the problem areas about the return of red water except in the case of the area by Oak Street.

At this point the city council authorized a procedure known as super chlorination. This involved isolating the problem water lines from the rest of the system and flooding them with chlorine. This is typically done in response to the presence of a type of bacteria.

Super chlorination, characterized as the “Nuclear Option” of fighting red water problems, and typically the last step before actually digging up lines and replacing them, did not solve the problem.

Enter Shirley Phillips and the Sac Economic and Tourism Development (SETD). Shirley Phillips, at around this time, announced the impending arrival of a water filter making plant in Sac City that would bring 100 jobs to the county. Because they work in secret, it is not known how the SETD lost that deal, but what DID come out of it was the knowledge that this company might be able to produce a filter of a high enough quality to take care of the particles causing the red water issue in Sac City.

Ledford initiated a pilot program in one of the homes on Oak Street to see if this new filter would work.

That was about one year ago.

On August 30, 2011 the Sac City Water Committee met and learned the filter did indeed remove the coloration from the water, but that it did not address the hardness of the water.

Besides digging up the lines, other possible solutions to this problem include:
1. Continuing to periodically spot super chlorinate the neighborhood.
2. Emptying the lines and running the equivalent of a long Q-tip through the line to physically clean them.
3. Emptying the lines and using high pressure water to clean them.
4. Paying for regular filter systems and changing them out frequently.
5. Buying one the high end filter systems discussed above.

As of September 2, 2011 a cost comparison for these various solutions was not available, which is one of the main reasons that the Sac City Water Committee did not make a recommendation to the council about how to move forward to address the problem.

LeRoy “Gabby” Kenneth Galbraith, age 82, of Sac City, IA, passed away Tuesday, August 30, 2011, at Loring Hospital in Sac City.

LeRoy was born on October 3, 1928, to Robert and Florence (Demming) Galbraith in Sac County on the family farm. He attended school in a one room country school and graduated from Sac City High School in 1947. Following graduation he enlisted in the Iowa National Guard. He was a member of the First Presbyterian Church in Sac City.

On August 12, 1950, LeRoy and Ruth O’Brien were united in marriage in Lawton, Iowa. This union was blessed with four children: Terri, Connie, Debbie and Michael.

LeRoy’s life was farming, tilling the ground, planting, harvesting and raising livestock, but his true love was for his wife and family. They have many happy memories of times spent on the farm and for his wonderful sense of humor. He enjoyed bowling, fishing trips and motorcycle rides with his buddies, and in his younger years going dancing at the Cobblestone.

Survivors include his loving wife, Ruth; daughters: Terri Coats and husband Bob of Sac City, Connie Galbraith of Des Moines, and Debbie Flinn and husband David of Indianola; son Michael and wife Lori of Sac City; grandchildren: Jennifer (Rick) Soll, Jill (John) Brinkman, Justin (Carrie) Coats, Tyler Flinn, Jessica Flinn, Christina Galbraith and Gavin Galbraith; great-grandchildren: Larissa Coats, Dylan Soll, Sonnie Michelle, Maymie Brinkman and Riley Coats. Other survivors include his sisters: Ruth Ellen (Merlin) Smith of Sac City and Arlene Willadsen of Des Moines; brothers: Merle (Phyllis) Galbraith of Sioux Rapids and James (Ann) Galbraith of Sac City; and many extended family members. LeRoy was preceded in death by his parents and brother Gerald.

Memorial Service: 1:00 P.M. Saturday, September 03, 2011 at Farber & Otteman Funeral Home in Sac City with a lunch being held prior to the service, at 11:00 a.m., at the Presbyterian Church in Sac City.
Eva Marie Spicer Richards left us on August 29, 2011, and joined her beloved husband Ronald and dear daughter Bev in their heavenly home. She was weary after her 101 years and passed away peacefully, leaving a void in our lives but a lifetime of wonderful memories. She was born Tuesday, October 19, 1909, on the family farm in Sac County, next to the Sac City Airport. Eva Marie (Spicer) Richards was one of six children born to Sylvia (Masteller) and William Francis Spicer. Crystal and brothers Wayne, Lawrence, Loyd and Keith were an important part of her life. Eva attended the Cory Grove and Wall Lake Township Country Schools until the sixth grade. At that time, her parents paid the necessary tuition so she and her siblings could attend “town school” in Sac City. Mom was on the girls basketball team in high school. She graduated from Sac City Normal School training in 1927 and hoped to teach in the country school system, but she had graduated at 17 years old so she was only allowed to be a substitute teacher. She worked many places to help in the homes of others as well as at the Noble’s canning factory and Priebe Hatchery. However, most of her time was spent homemaking, sewing, baking, and of course, cleaning. She was very particular about that.

Eva and Ronald “Rondy” Leroy Richards had known each other since they were children, having been neighbors much of their lives. They were married in the Little Brown Church in the Vale in Nashua, Iowa at 5:30 p.m. on Wednesday, October 22, 1930. Their good friends Pearl (Cleveland) and Merle Simpson stood up with them at the ceremony. They lived in the country for several years and moved to town in 1942. The couple had three children: Bev (Carnine), Loren “Swede”, and Myrna (Dougherty Henrich). Bev and Robert “Bob” Carnine have three children: Pam, Ron, and Julie. Swede and Bonnie (Auen) have three children: Dan, Lynae, and Laurie. Myrna and Rick Henrich have four children: Michele, Shelon, Tracy, and David. Eva belonged to the First Christian Church as a child and then was a member of the Free Methodist Church. In the early-fifties, the family became members of the First Baptist Church and for several decades, she served her church in many capacities.

Eva was very proud and honored when she was selected Outstanding Senior Citizen of Sac County 1979. She was involved with the Sac County Commission on Aging and the Nutrition Project, where she volunteered for many, many years. She was also very well known in her neighborhood for the great popcorn balls she handed out every year on Halloween. Eva and Rondy enjoyed music and played together in a small band known as the Tune Teasers and then The Ramblers. They celebrated their 50th wedding anniversary in the First Baptist Church, Sac City, October 1980. Eva was a loving lady who was a real optimist and very good hearted. She loved music and playing the piano, although she always said she wasn’t very good. She liked to sew and make candles. Her faith and her family always came first in her life.

She was preceded in death by her husband Ronald; daughter Bev Carnine; brothers; Wayne “Pinky” Spicer and Lawrence Spicer; sisters-in-law: Madge (Richards) Hiner, Margaret “Dutch” (Richards) Finney, JoAnn (Page) Richards, Rita Richards, Lenore “Hattie” Richards, and Gladalynn “Tootie” (Burback) Richards; brothers-in-law: Robert Finney, Frank Hiner, Raymond “Fat” Richards, Franklin Richards, Wilbur Donald “Duke” Richards and David Mason.

There are many who grieve her passing: son-in-law, Bob Carnine of Odebolt and children: Pam and husband Jay Butler of Nevada, Ron Carnine and wife Vicki of Coffeyville, KS, and Julie and husband Bob Economaci of Des Moines; her son Swede and wife Bonnie of Sac City and children: Dan of Florida and family, Lynae (McMillen Dickey) Tesdall of Sac City and family, Laurie and husband Jim Gross and family of New Brighton, MN; her daughter Myrna and husband Rick Henrich of Kiron and children: Michele of Ames, Shelon and Shawn Gaustad and family of Blaine, MN, Tracy and her husband Rob Ashley and boys of Moville and David Henrich of Aurora, IL. Her great grandchildren: Anna Bawn-Carnine, Jennifer (Carnine) Gaines, Amy (Carnine) Johnson, Elizabeth (Richards Zellmer) Gergis, Devin Richards, Alissa McMillen, Emilee (McMillen) Belger, Ilaina (McMillen) Giberson, Orin McMillen, Ugene Dickey, Ylyndee Dickey and Ameiyra Tesdall, Ryan, Conner, and Kyra Gross, McKaela, Noah and Kaetlyn Bormann, AJ and Brett Gaustad and Blake and Wyatt Ashley. Eva’s great-great grandchildren: Shane Zellmer, Kaylee and Jacob Gergis, Devon, Morgan and Weston Gaines, Serenity and Bradyn Johnson, Aubree Belger, and Nathan Giberson. Other survivors include her brother Keith Spicer and wife Rosella of Sac City; brother Loyd and his wife Macle of Guilford, MO, and their girls, Linda, Cindy, Marjean, Kim and families; brother Lawrence wife, Norma and family, Sharril, Nancy, Arlin, Lennis and Mike and their families; her sister Crystal Mason of Leon and her children, Jack, Jerry, Dick, Jeannette and Mike and their families; brother-in-law Ben Richards of Sac City and boys Galen, Jeff and Steve and their families; children of Raymond Richards: Madeline, Mary, Ronald, Dennis, Carol and Jerry Richards and families; children of Margaret Finney: Michelle, Kathy and Carol and families; Charles Hiner and family; and many other extended family members. Although she is no longer with us, her memories remain forever.
