Fatal Accident occurred North of Breda


This is a Sac County Sheriff's Department press release.

The Sac County Sheriff’s Office is investigating a single vehicle accident that claimed the life of 24-year old Jon Ernest Frank of Auburn, Iowa. The accident was reported 1:36 a.m. and occurred ¼ mile north of 400th on N-20 about 4-miles north of Breda, Iowa.



Frank was traveling north on N-20 when he dropped off on the east shoulder. Frank over corrected the 2007 Chevy GMC truck and came back across the roadway and entered the west ditch striking a utility pole, the truck then rolled three times and struck a 2nd utility pole.



Frank was not wearing a seat belt and was ejected from the truck. Frank was transported by the Breda Ambulance to St. Anthony’s Hospital in Carroll Iowa were he later died of his injuries.



Alcohol appears to be a factor in this accident. The Sac County Sheriff’s Office was assisted at the scene by the Carroll County Sheriff’s Office, Lake View Police, Breda Fire Department and the Breda Ambulance.

East Sac County High School Library



The Boards of Education of the Sac Community and Wall Lake View Auburn Community School Districts met in joint session on Monday, October 19, 2009 at 6:10 P.M. in the East Sac County High School Library with the following board members present: SAC; Shirley Phillips, Dave Sands, Melissa Bellcock, Marti Huser, and Brent Wilhelm. WLVA; Chuck Brotherton, Lisa Drost, Shannon Mahannah, Jack DeBourgh, and Chris Rodman. Also present for the joint session were: Superintendent Barb Kruthoff, Principals Kevin Litterer and Mike Fischer, members of the news media, and about 12 visitors.



The Sac Board was called to order by President Phillips. Motion by Wilhelm and seconded by Huser to approve the agenda as presented. Motion carried 5-0. WLVA approved the same agenda.



Motion by Wilhelm and seconded by Sands to approve the minutes of the September 2l, 2009 organizational and regular monthly meeting, the monthly financial reports, and October bills payable totaling $58,380.90 as presented. Motion carried 5-0. The WLVA Board also approved their consent items as presented.



Supt. Kruthoff reviewed with the boards the recent 10% across-the-board cut in state funding for schools and the effect that will have on both districts. For Sac it will mean a reduction in state funding of $214,767.00 and for WLVA a reduction of $248,585.00. The boards also reviewed the information provided to the Des Moines Register by the Department of Education regarding undesignated unreserved fund balances for 2008 for Iowa schools. That shows Sac with a balance of $478,987.08 and WLVA with a balance of $443,659.41.



The boards heard a presentation from Julie Meyer on Iowa Core Curriculum and 21st Century Learning Skills and a presentation from Larissa Rupnow and Scott Johnson on the AgriScience Department and FFA.



Administrative reports from Supt. Kruthoff and school principals were also reviewed.



Representatives from Septagon met with the Sac Board to review the attached bid specs and bid process for installation of a new metal roof for the Sac Elementary Building. The board will also seek similar information for a pitch & gravel roof similar to the one presently on the Elementary Building.



The appointment of a board representative for the Sac Recreation Center Board was tabled until the November board meeting. The Recreation Center has a new director and we will wait to see what their schedule for board meetings will be.



Brent Wilhelm was selected by the Sac Board as its representative on the County Conference Board for the Sac County Assessor. Shannon Mahannah was selected by the WLVA Board as their representative.



The Sac Board reviewed information on several options for district legal counsel. Motion by Wilhelm and seconded by Huser to approve the Ahlers and Cooney Law Firm as the district’s legal counsel. Motion carried 4-1 with Sands voting “no”.



Motion by Huser and seconded by Wilhelm to approve the attached innovative school calendar draft for 2010-2011 as presented at the public hearing and submit to the Department of Education for approval. Motion carried 5-0. WLVA approved the same motion.



Band Director Brian Mahler met with the boards to again discuss the replacement of current band uniforms for the high school band. Motion by Wilhelm and seconded by Sands to approve an expenditure of $7,000.00 for the purchase of new band uniforms for the high school band. Motion carried 5-0. WLVA also approved an expenditure of $7,000.00 for new band uniforms. The remaining expenses for new uniforms will come from the two school’s music booster clubs.



Motion by Wilhelm and seconded by Bellcock to approve attached board policy #506.1 “Student Records Access” as presented. Motion carried 5-0. A similar motion was approved by the WLVA Board.



Motion by Wilhelm and seconded by Huser to approve attached board policy #401.2 “Employee Conflict Of Interest” as presented. Motion carried 5-0. A similar motion was approved by the WLVA Board.



The WLVA Board approved a resignation from Kelly Bender as an associate and approved contracts with Dawn Altmanshofer as an associate and John Smith as wrestling coach.



The boards agreed on separate board meetings for November. The Sac Board will meet on November 16, 2009 at 6:00 P.M. in the Sac Elementary Building Board Room and the WLVA Board will meet on November 10, 2009 at 6:00 P.M. in the East Sac County High School Library.



Motion by Wilhelm and seconded by Bellcock to adjourn. Motion carried. Meeting adjourned at 9:10 P.M.

The Boards of Education of the Sac and Wall Lake View Auburn Community School Districts met in joint session on Monday, October 19, 2009 at 6:00 P.M. in the East Sac County High School Library for the purpose of holding a public hearing on an innovative school calendar for the East Sac County School for the 2010-2011 school year.



Present for Sac Community School District were: board members Shirley Phillips, Dave Sands, Melissa Bellcock, Marti Huser, and Brent Wilhelm. Present for Wall Lake View Auburn School District were: board members Chuck Brotherton, Lisa Drost, Shannon Mahannah, Jack DeBourgh, and Chris Rodman. Also present for the public hearing were: Superintendent Barb Kruthoff, Principals Kevin Litterer and Mike Fischer, members of the news media, and about 12 visitors.



The Sac Board was called to order by President Phillips. Motion by Wilhelm and seconded by Huser to open the public hearing on an innovative school calendar for 2010-2011. Motion carried 5-0.



The Wall Lake View Auburn Board was called to order by President Brotherton and passed a similar motion.



Superintendent Kruthoff reviewed the attached draft of the proposed innovative school calendar for the East Sac County School for the 2010-2011 school year. This calendar replaces several early dismissals during the year for teacher inservice and replaces them with fewer whole-day inservice sessions. This results in more inservice hours for staff and the same or more hours of instruction for students. It also results in potential savings for the East Sac County School of up to $15,000.00 for days when students will not be in attendance. Under this proposed calendar classes would begin for students on August 23, 2010 and classes would end on May 25, 2011.



Following the review of the proposed calendar, Presidents Phillips and Brotherton called for comment and questions from the boards and visitors present. There were none.



Motion by Sands and seconded by Wilhelm to close the public hearing. Motion carried 5-0. WLVA passed a similar motion, and the public hearing was adjourned at 6:10 P.M.
