Jeanette Green: 8th Street sanitary sewer
CITY ADMINISTRATORS NOTES:
Jeanette Green lives at 208 8th Street - one block east of the
school. She asked to speak with the Council about sewer problems. During the past month there
has been sewer blockages on Jeanette's service line and the City's sanitary sewer main in 8th
Street. The City has used Kenny Harms twice to clear the blockage and then used Roto-Rooter
once. There has not been any problem since we used Roto-Rooter. We intend to have this 8th
Street sewer line televised to check for any problems.
Jeanette has submitted a claim to the City's insurance for clean-up from the sewer backup
and for new carpet. Total amount claimed was $6,159.35. The City defers to the insurance
company about whether the claim will be funded. Generally, sewer back-up claims are not
funded unless the City is found to be negligent.
Jeanette Green of 208 8th street has had water surging back into her home from an apparent blockage in the sewer system. According to Green, she has had Kenny Harms into her home three times in the last thirty days to work on her line. Green claims that if there is a blockage, it is not in her line. She now claims to have mold on her walls and under her carpet as a result of this problem.
Said Green, "I'm afraid to take a shower, wash clothes, flush the toilet... I'm afraid to do anything in my home."
Green informed the council that this is not a new problem and that a former resident battled the same problem.
Mayor John Westergaard agreed that it is a problem, and indicated that that particular line was been cleaned once per year. According to Westergaard, the city will have that line televised the next time the contractor comes to town. Yearly televising is typically done in the fall.
As the conversation turned to talk of cause, Green indicated that the problem seems to be coming from the school. Westergaard suggested that they may be able to talk to the school to see if they would work with them to figure out what may be happening that could cause this blockage.
The council decided to await the opinion of the insurance company regarding Ms. Green’s bill.
New Police Car for the Lake View, Iowa police Department
Police Chief, Ted Helmich, reviewed bids for a Dodge Charger, one bid with a V-6 engine and one with a Hemi V-8. Chief Helmich recommended the V-6 based on his personal preference. The Dodge Charger with the Hemi V-8. The council went with the Chief’s preference. you can compare the two bids below:

After some discussion about whether it is legal to hold on to driver’s licenses, (According to the city attorney, it is,) the Lake View City Council passed the following rules for the new paddleboat rental service. In addition to this, there will be a consent form that will need to be signed which will indicate exactly how much each piece of equipment costs so that renters know going into it what their financial liability is should they damage or lose anything.

Jean Huegerich & Rich Clinesmith reappointed to the Library Board of Trustees for six year terms ending June 30, 2017.

The Council discussed their desire that water meters generally be placed inside a structure instead of a pit. The City Clerk/Administrator was instructed to prepare an ordinance based on the following policy. The ordinance will be considered at the May 16, 2011 Council meeting. Motion by Foval-North, second by Laney, to approve the following policy regarding water meter installation. Roll call vote: All ayes. Motion carried. The policy reads as follows:
It is the desire of the City Council that all water meters be placed within the customer’s main building. Whenever a broken or malfunctioning meter is replaced, or if the current installation in a pit is deemed inaccessible or unsafe, the water meter must be placed in the building. In cases where, in the opinion of the Water Superintendent , it is impractical to place the water meter in the main building, the meter may be placed in another location as approved by the Water Superintendent. Water meter pits must be of a design acceptable to the Water Superintendent and so that the meter is accessible at the ground level. All costs of moving an existing water meter are borne by the customer.
A notice will be sent to customers with meters in pits regarding this policy.
The council also asked that the city administrator prepare an ordinance to give the Maintenance department the ability to address those people that have pits that are unsafe for them to work in. The ordinance process will begin at the May 16, 2011 meeting.
Lake View decides to stick with generator-remote water meters

- Seems to feel that going to radio read meters is necessary to regain the lost water revenue because water fund isn’t covering its own cost. Seems to be of the opinion that radio read meters remain in sight as a thing that needs to be looked at down the road.

The Council decided not to proceed with the purchase of radio-read meters. The City will proceed with the replacement of 50 generator-remote water meters.

Lake View expanded 2010-2011 budget amendment with explanation
A hearing will be held at the May 16, 2011 city council meeting.
1. Rardin zoning: The P&Z has recommended that the Rardin Salvage Yard be re-zoned from
Industrial to Commercial. There will be a public hearing before the City Council on May 16th .
The P&Z also passed a
2. Meredith Zoning: Andy Meredith spoke with the P&Z about re-zoning a parcel at the comer of
Irwin & Lake from R-2 to R-3 to allow for the construction of a tri-plex. Public hearing before
the P&Z on this request will be on Tuesday, May 17'h at 6:30 p.m.
3. Dorthy Park’s line is going to need replaced as contractors found three faults on that line. This is in addition to the lines that the city already knew about.
4. Overhead contractor had a sudden heat attack and passed away while driving to Lake View. Wife was said to be in car with him.
5. FEMA Update: We continue to receive positive news about FEMA funding, but we have not yet
received the approval for our large re-conductoring project. The State Emergency Management
rep tells me that the project has cleared all of the hurdles and it is still waiting in the cue in
FEMA in Kansas City for projects in excess of $1 million.
a. Small projects: I have signed the fmal report for all of our small projects (i.e. all
projects under $63,000.) This included some electrical repair work to lines not
proposed to be re-conductored. We are now eligible to receive the 10% state share
for all of our small projects. This 10% = $10,090.
We have exceeded our projected costs for the electrical repair work. The
estimated cost was $16,110 while our actual cost of personnel and equipment rent was $35,618. I am trying to recover the extra cost from FEMA.
b. We have received final approval for our Overhead to Underground mitigation project.
6. Sac County Endowment: The City submitted two SCEF grant applications: one to purchase two
paddleboats - grant request $600. One to do the Third Street Streetscape - grant request
$10,000.
7. Lake View was not awarded an All Star Community Award.
8. Sac Co League: Lake View hosts the Sac Co. League meeting on Wednesday, May 11til. Social
hour begins at 6:30 with dinner at 7:00. Glacier Bay will not be ready, so we've gone with Plan
B. We will meet at Boulders Inn and have a "grill-your-own-steak" meal. Emily Busch will give
the program about Lake View's marketing plan, special events, and volunteer recruitment.
