Sac County Sheriff’s Office arrested 26-year old Jesse Lee Hutton and 23-year old Curtis Simpson both of Sac City for Illegal Transportation of Anhydrous Ammonia with out incident on April 7, 2010.

On the night of Wednesday April 7, 2010 the Sheriff’s Office responded to a suspicious vehicle call in the 2600 mile of 265th Street south west of Sac City. Deputies located the suspect vehicle at a hog confinement site located at 2650 270th. There, deputies found Curtis Simpson and a clandestine methamphetamine lab. Jesse Hutton was located a short time later. He had run to another confinement site.

Storm Lake Department of Public Safety responded with their Clandestine Lab Team and secured and disassembled the lab site.

Additional charges are pending laboratory results from the Division of Criminal Investigation.

Sac City Police, Lake View Police, Storm Lake Public Safety, Sac City Fire and Sac County Ambulance all assisted in this investigation.

The Boards of Education of the Sac and Wall Lake View Auburn Community School Districts held a joint work session on Wednesday, April 14, 2011 at 5:00 P.M. in the Lake View High School Library with the following board members present:
SAC: Shirley Phillips, David Sands, Marti Huser, and Melissa Bellcock
WLVA: Chuck Brotherton, Lisa Drost, and Shannon Mahannah.

Purpose of the joint work session was to meet with the Department of Education School Improvement Site Visit Team as a part of their routine five year visit and review.

Members of the site visit team were: Lois Irwin, Kathy Brenny, Nancy Schmitts, Nick Samon, and Brian Nei.

The hour long review and discussion included such topics as district strengths, priorities, fiscal awareness, how to seek and use input from other sources, evaluation of superintendent, expectations for administrators, district weaknesses, and general discussion about what is going on in each of the districts.

The superintendent and each district’s board president will receive a copy of the team’s final report and any recommendations they may have.

Work session ended at 6:00 P.M.

The Boards of Education of the Sac and Wall Lake View Auburn Community School Districts met in joint session on Monday, April 12, 2010 at 6:05 P.M. in the Sac Elementary School Board Room with the following board members present:
SAC: Shirley Phillips, Marti Huser, David Sands, Melissa Bellcock, and Brent Wilhelm.
WLVA: Chuck Brotherton, Shannon Mahannah, Lisa Drost, Jack DeBourgh, and Chris Rodman. Also present for the meeting were Superintendent Barb Kruthoff, Principals Mike Fischer, Dennis Olhausen, and Kevin Litterer, the news media, and 1 visitor.

Joint session was called to order by Presidents Phillips and Brotherton.

Motion by Sands and seconded by Wilhelm to approve the agenda as presented. Motion carried 5-0. WLVA also approved the agenda as presented.

The board reviewed consent items which included minutes of meeting held on March 9th, 16th, 18th, 23rd, 24th, and March 25, 2010, April bills payable totaling $44,083.07, and the March, 2010 monthly financial reports. Motion by Wilhelm and seconded by Huser to approve the consent items as presented. Motion carried 5-0. WLVA also approved their consent items.

Motion by Huser and seconded by Bellcock to approve the 1st semester 2009-2010 East Sac County Shared Expenses Summary Report which showed $440,784.00 that Sac owed to WLVA and $463,234.00 that WLVA owed to Sac and authorize the payment of that amount. Motion carried 5-0. WLVA also approve the payment as presented.

Segna Birkhofer met with the board to review the Reading Plus program which is new for the districts and is being used for some of the freshmen students. She explained how the program works and shared some of the successes she has seen since using the program.

The board heard administrative reports from all three principals. The boards expressed their concerns about student discipline and lack of student respect at the middle school.

Supt. Kruthoff updated the boards on some summer projects and continued cleanup from last summers hail storm and this winters ice storm. She also reported that negotiations are continuing with the teachers associations on insurance issues and they hope to have that resolved soon.

Motion by Huser and seconded by Wilhelm to approve the following resolution: RESOLVED, that the Board of Directors of the Sac Community School District, will levy property tax for fiscal year 2010-2011 for the regular program budget adjustment as allowed under section 257.14, Code of Iowa. Motion carried 5-0. The WLVA board also approved a similar resolution.

Motion by Sands and seconded by Wilhelm to approve and adopt the 2010-2011 proposed school budget for the Sac Community School District as published in the Sac Sun on March 30, 2010 which calls for maximum expenditures of $7,013,218.00 and a tax levy of $12.01730 per thousand . Motion carried 5-0. The WLVA board also approved their budget as published.

Motion by Huser and seconded by Wilhelm to approve Brent Drey, Miriam Free, and Shawna Wiggins to serve as student representatives on the Citizens Advisory Committee. Motion carried 5-0. WLVA approved a similar motion.

Motion by Wilhelm and seconded by Huser to approve the East Sac County At-Risk Plan of Services with changes as discussed. Motion carried 5-0. WLVA also approved the plan. (Copy attached)

Motion by Wilhelm and seconded by Huser to approve the East Sac County Affirmative Action Plan as presented. Motion carried 5-0. WLVA also approved the plan. (Copy attached)

Motion by Sands and seconded by Huser to approve the issuing of teacher contracts for 2010-2011 to the Sac teachers listed on the attached Schedule A. Motion carried 5-0. WLVA also approved the issuing of contracts to the WLVA teachers on that schedule.

Contract renewals for curriculum director and principals for 2010-2011 were discussed. A 3.5% increase in salary/benefits package was recommended. This would match the increase awarded to the teaching staff for 2010-2011. Motion by Wilhelm and seconded by Sands to approve contract renewals for principals Mike Fischer at $74,047.01 and Dennis Olhausen at $75,558.28 for 2010-2011. Motion carried 5-0. The WLVA board approved renewals for Julie Meyer, curriculum director at $16,690.07 and Principal Kevin Litterer at $80,622.85.

The regular May joint board meeting was set for May 17, 2010, at 6:00 P.M. at the Lake View High School Library.

There being no further business, motion by Wilhelm and seconded by Huser to adjourn. Motion carried. Meeting adjourned at 8:30 P.M.

The Boards of Education of the Sac and Wall Lake View Auburn Community School Districts met in joint session on Monday, April 12, 2010, at 6:00 P.M. in the Sac Elementary Building Board Room with the following board members present:

The joint session was held for the purpose of holding the public hearing on the proposed school budgets for 2010-2011. Hearing was called to order by Presidents Phillips and Brotherton.

Motion by Wilhelm and seconded by Huser to approve the agenda for the public hearing on the proposed budget. Motion carried 5-0. WLVA also approved the agenda.

The boards reviewed the proposed 2010-2011 budgets for both Sac and Wall Lake View Auburn. The proposed budget for Sac City calls for total expenditures of $7,013,218.00 and a tax levy of $12.0173 per thousand which is down from the current year budget levy of $12.65687 per thousand. The WLVA budget calls for a levy of $11.81993 per thousand which is down from $12.74 per thousand for the current year.

There were no comments or objections either written or oral presented at the hearing.

Motion by Huser and seconded by Wilhelm to close the public hearing. Motion carried 5-0. WLVA also voted to close the hearing.

Public hearing closed at 6:05 P.M.

The joint work session began at 5:00 p.m. in the Lake View High School Library. Present were Brotherton, Drost, Mahannah, four members of the Sac Board, and the Department of Education site visit team.

April 12, 2010



The joint meeting was called to order by President Brotherton at 6:05 p.m. in the Sac Elementary School. Phillips called the Sac Board to order. Present were Brotherton, Drost, DeBourgh, Mahannah, Rodman, Supt. Kruthoff, the Sac Board and 6 visitors.

Drost moved to approve the agenda, Mahannah seconded; motion carried 5-0. The Sac Board approved the same agenda.

The consent items included the Minutes of the Meetings dated March 9th, 16th, 18th, 23rd, 24th, and 25th, the March 2010 financial reports, and bills on account of $892,645.29. Drost moved to approve the consent items, DeBourgh seconded; motion carried 5-0.

The Sac Board approved their consent items.

Mrs. Birkhofer gave a presentation on the Reading Plus program recently introduced to our curriculum and shared some of the successes she has seen with the program.

The administrative reports were reviewed and there was discussion regarding student discipline and respect.

Mrs. Kruthoff updated the Boards regarding summer projects and the continuing repair/cleanup from the hail storm and ice storm.

No new information regarding negotiations – discussions are continuing.

DeBourgh moved to approve the following resolution: RESOLVED, that the Board of Directors of the Wall Lake View Auburn Community School District, will levy property tax for fiscal year 2010-11 for the regular program budget adjustment as allowed under section 257.14 , Code of Iowa. Mahannah seconded the motion which carried 5-0. The Sac Board approved a similar resolution.

Rodman moved to approve the proposed budget as published for the 2010-11 school year – tax rate of $11.82 per thousand and total maximum expenditures of $7,877,588. Drost seconded the motion; motion carried 5-0. The Sac Board approved their budget.

Drost moved to approve Brent Drey, Miriam Free, and Shawna Wiggins to serve as student representatives on the Citizens Advisory Committee, Rodman seconded; motion carried 5-0. The Sac Board approved the same student representatives.

The At-Risk Plan of Services was presented for approval. Mahannah moved to approve the plan as presented, Drost seconded; motion carried 5-0. The Sac Board approved the same plan.

The Affirmative Action Plan was presented for approval. Rodman moved to approve the plan as presented, Mahannah seconded; motion carried 5-0. The Sac Board approved the same plan.

A list of teaching contracts for 2010-11 was presented to each Board for approval. Drost moved to approve the teaching contracts as presented, Mahannah seconded; motion carried 5-0. The Sac Board approved a similar list for their teachers.

Proposed contract renewals for the curriculum director and three principals were presented for approval – the proposal called for a 3.5% increase in the salary/benefit package – same as was approved for the teaching staff. Mahannah moved to approved the contract renewal for Ms. Meyer (Curriculum Director) and Mr. Litterer (Principal) as proposed, Rodman seconded; motion carried 5-0. The Sac Board approved the renewals for Mr. Fischer (Principal) and Mr. Olhausen (Principal).

The next regular joint meeting is tentatively set for 6:00 p.m., Monday, May 17 at the high school in Lake View.

Mahannah moved to adjourn, Rodman seconded; motion carried 5-0. Meeting adjourned at 8:30.
