OBSERVATION: If members of the Sac Chamber/Main Street or Sac Economic and Tourism Development boards or people sympathetic to those organizations get a majority vote on the Sac City Council, They will have the ability to expand any TIF district to include areas that are not considered new construction and in which there is no danger of economic expansion. One reason this is sometimes done is as a political favor to business owners in the district TIF is expanded into that supported any given candidate during an election. (see City of Chicago). In smaller areas, this can also be misused as a replacement to having to bond to repair existing infrastructure. This remains true NO MATTER WHAT THE CURRENT CITY COUNCIL'S INTENTIONS ARE.
QUESTION: Are there any organizations in Sac County that are funded to any extent with tax payer money and have a history of hiding their internal motivations and machinations from the public for which wielding the decision about who gets TIF money would be a perfect vehicle with which to expand their influence?
FACT: If the Sac City Council sets up a TIF district, and five years from now, a majority of the council is composed of people who are also on the Sac City Chamber/Main Street or the Sac Economic and Tourism Development board, or is composed of people sympathetic to those organizations, the council will have the ability to re-designated the use of that money for use by those organizations, NO MATTER WHAT THEY MAY SAY RIGHT NOW.
OBSERVATION: Rick Hecht, a Sac County Supervisor seems interested, if there is going to be agreement between Sac County and the City of Sac City to TIF, to see the TIF sunset and not go on and on the whay that TIF's based on economic development seem to do.
QUESTION: Are there any entities in the county that might be compelled to put their hand out for money generated by TIF for use in economic development?
QUESTION: Are there any organizations in our county that might see low cost housing projects as beneficial to attracting low income workers for low paying easy to attract jobs?
QUESTION: Will those organizations that want to bring low paying jobs into the area be at the Sac City Council meetings with their hands out for taxpayer money to build housing?
FACT: Whenever you TIF, those funds are not available to the cities and the school for the amount of time for which you TIF.
FACT: The sate MAY choose to reimburse the school for around 5.42 per thousand valuation.
FACT: The Sac City Chamber/Main Street has been asking the city to set up a TIF district for years.
