1. DNR is designating waste water channels as recreational areas.
- The comment period is already over and nobody was aware of it.
- There are both recreational uses and aquatic life areas being designated.
- Included in the plan are county drainage district laterals.
- City Sewer systems are having to upgrade to respond to the channels being upgraded to A3, (children’s recreation)
- An example is given for a channel that has to be pumped with a lift station to get water moving.
-Hecht claims the process raises his blood pressure. Any time they go through administrative rule, they don’t have to debate it on the floor of the legislature.
- Breda lagoons.


- I did comment on several of these proposals.
- The only reason because there is fish in this one is because of its proximity to the Boyer.
- There were 5 meetings around the state.
- The posted one was in Spencer.
- This is supposedly the third round of hearings.
- This is being pushed by an outside organization?
- This is not like the disaster in the gulf.
- Engineer points out that at one time the state was merely interested in finding out where the buried tanks were.

1. County Roads Crew Report.

2. Hecht question type of pothole patching on N14.
- Some of those spots butt up to a cement repair from past years.
- Some of them probably won’t hold.
- Stock notes that the same kind of repair has held up pretty good on M68

3. Road painting update.

4. Pre-construction Highway20 update.
- How far back they will grade from each intersection?
- They will leave gravel roads as they find them? If they do not, they will pay for the cost of repairs.
- When they close roads, the county is responsible for detouring traffic, and the county will bear the cost of sign placement.
- There was an agreement in Calhoun County that they would not close two consecutive road closings.
- Engineer feels that Sac County should make sure that no two consecutive gravel hard surface roads will be closed at the same time.


5. Office manager opening

- One kid to be hired on maintenance, one to be hired in the office.

Sac County Supervisors agree to let Region XII Council of Governments create hazard mitigation plan

SAC CITY, IOWA – MAY 4, 2010

Region XII Council of Governments representative Chad Schrek appeared before the Sac County Supervisors to discuss the Council’s multi-jurisdictional hazard mitigation plan. FEMA has apparently indicated that Sac County is behind in submitting the plans that make the county eligible for FEMA grant projects.

There are two FEMA grant programs opening equaling $10,000,000 but in order to be eligible for them, the county has to specify the projects they wish to apply for in the above mentioned plan and have it submitted in order to qualify. (An example of a project would be a storm safe room.)

The grants are competitive, but according to the Schrek, the there is enough money to practically guarantee that everyone will get a piece of it.

The hazard mitigation plan, as devised by Region XII Council of Governments includes everything that FEMA needs to see and will cost the county $4,500 BUT there will be several community planning meetings around the county, and the hours spent in these planning meetings count as a $25.00 per hour per person and is applied towards the $4,500.00.

Without this plan, the county is not eligible to participate in the grant program. Because FEMA apparently will not accept anything else, the Sac County Supervisors passed a resolution specifying that Region XII COG will devise our county-wide hazard mitigation plan.

VIDEO – Sac County Supervisors Agree to look deeper into sharing cost of providing dust control for fixed income resident

1. The policy in Sac County is that we don’t subsidize dust control unless we deem it extraordinary circumstances.
- The only time the county has paid for it is when it is county gravel trucks.
- I’ll have to have a decision today because I’m paying for it Friday.
- What oughta be down is that a hard surface road should be put it.
- I bet there’s more traffic by me.
- In this environment, nobody is building hard surface.

2. Would it be prohibitive to go back to oil roads?
- It was all removed back in the 70’s.
- It almost becomes a hard surface road.

3. County Engineer joins the conversation and is brought up to date.
- Crawford County does the work but then bills Sac County.
- 500 feet will cost $200.00 twice a summer.



- I guess I don’t know the history.
- The cost never goes down, but the percentage they pay may stay the same.
- We don’t have trucks traveling past there.
- There’s a fair amount of truck traffic by there too, and they all drive like it’s the Indy Speedway.
- Crawford Maintains the roads, but bills Sac County for the dust control.
- I told the supes you could solve it all if you hard surfaced the road.
- They must have an option to put cutback asphalt on? We’ve never done that.


- There’s more traffic on that road…
- It’s a road the general public uses a lot, but I don’t think that’s it’s a road the county uses.
- Maybe if you pay for the first one, then we can discuss it, and maybe the supes will pay for the second one, or reimburse you.
- Is there a 28E that makes Crawford County responsible for that road?
- It’s hard to do on a fixed income when it keeps going up.
- Who bills you for the dust control?
- What’s Calhoun’s policy on general dust control? Around 20%.
- See if you can make it retroactive.

VIDEO – Sac City Planning and Zoning board discusses possible annexation, North 16th street access

1. I’d like to see a map of the possible expansion.
- How far north of town do we want to expand?
- do you want to have control or expansion of businesses to the north.
2. Discussion about annexing to the east over to Highway 71 (now known as 196)
- Will cost less than expanding north.
- This isn’t the first time this issue has been brought up.
3. Highway 20 meeting on Friday the May 14, 2010.
- Groundbreaking at N28.
- Properties have been purchased to highway 71.
4. City Annexation committee (Brenny, Hansen) have been talking.
- They have been looking at the city of Sibley.
- Sibley decided not to annex, but to co-share with the county.
- There will be a June workshop for the City Council regarding annexation.
- There will possibly be access on north 16th street.
- I have a chart that tells about the Avenue of Saints population increase .
