To all dial-up customers - Please read

I am experimenting with image qualities in an effort to make your download time for documents less painful. I suspect that the bottom line will be images with average download times of 5 - 7 minutes, which is still pretty slow but much, much faster than the reported 20 to 30 minute killers of which I've only recently been made aware.

The bad news is, even at the lowest quality, which is nearly unreadable, it still took 2 minutes to download an average sized document with a dial-up.

The next step I take if I can't find a balance is to include a link to a zipped file, but that's a pretty big step and I want to exhaust all my other options before I do that.

Thank you for reading, and apparently opening up a document before going to bed, then waking up in the morning to read them.

P.S. Dial - up customers, please feel free to write in, (anonymously if you want,) and report your document download times so I can zero in. I gave up my dial-up modem 17 years ago and am totally flying blind. The better information I have about your real life experiences, the better I can serve you.

Minutes of the January 12, 2010 Sac County Supervisors Meeting

The Sac County Board of Supervisors met in regular session with all members present, Dean Stock, Chairman. The minutes of the last meeting were approved as submitted.

It was moved by Hecht and seconded by Bensley to approve the agenda as posted. Ayes all, motion carried.

It was moved by Hecht and seconded by Bensley to approve the Sheriff’s quarterly report for the quarter ending December 31, 2009. Ayes all, motion carried.

It was moved by Bensley and seconded by Hecht to appoint Kent Stensland of Wall Lake to the Sac County Civil Service Commission. Ayes all, motion carried.

It was moved by Hecht and seconded by Bensley to allow county employees to add dependents up to age 25 to the county group health plan who are not enrolled in school and to establish a fair market value of $125.45 per dependent for tax purposes according to IRS ruling. Ayes all, motion carried.

It was moved by Bensley and seconded by Hecht to designate The Chronicle and The Sac Sun as official county newspapers for 2010. Ayes all, motion carried.

It was moved by Hecht and seconded by Bensley to approve the County Recorder’s quarterly report for the quarter ending December 31, 2009. Ayes all, motion carried.

It was moved by Bensley and seconded by Hecht to adopt Construction Evaluation Resolution 10-1210, pursuant to Iowa Code 459.304(3), relating to the construction of animal confinement feeding operation structures. Ayes: Bensley, Hecht, Stock; nays none, motion carried.

The County Engineer updated the Board via telephone call regarding the activities of the county road crews and the status of current maintenance and construction projects.

With there being no further business, on motion, the meeting was adjourned.

The City of Sac City will sell the following real estate by sealed bids on January 25, 2010 at 6:30pm.

Real estate described as:

East-West Alley between Lots 1 through 3 and Lots 4 through 6 of Block 35,
Platt’s Addition, Sac City, Inc., Sac City, Iowa.


Public Notice is hereby given that the City of Sac City will be taking and opening bids at their January 25, 2010 council meeting for disposal of real estate. All persons wishing to bid for purchase of this real estate should pick up a packet at the City Offices, 302 E. Main, Sac City. Sealed bids are due January 22, 2010 at 4:00 p.m. and will be opened at 6:30 p.m. on January 25, 2010.

The City has the right to accept and reject any and all bids and to waive any and all technicalities that may arise and take such action deemed in the best interest of the City. All interested parties are invited to bid. The successful buyer is to pay the sum of the bid, together with the expenses of the publications cost of notices, abstract costs, legal costs, and filing of deed. Once a winning bidder has been chosen, the City Administrator and City Attorney will draw up a quit claim deed.

PUBLIC NOTICE OF STORM WATER DISCHARGE

The City of Sac City plans to submit a Notice of Intent to the Iowa Department of Natural Resources to be covered under NPDES General Permit No. 2 "Storm Water Discharge Associated with Industrial Activity for Construction Activities”.

The storm water discharge will be from construction of wastewater treatment facility improvements located in the NW ¼ of Section 25, Township 88 North, Range 36 West, Sac County, and construction of sanitary sewer replacement and rehabilitation to sewer located in SE ¼ of Section 23, Township 88 North, Range 36 West, Sac County.

Storm water will be discharged from two point source(s) and will be discharged to the following streams: North Raccoon River .

Comments may be submitted to the Storm Water Discharge Coordinator, Iowa Department of Natural Resources, Environmental Protection Division, 502 E. 9th Street, Des Moines, IA 50319-0034. The public may review the Notice of Intent from 8 a.m. to 4:30 p.m., Monday through Friday, at the above address after it has been received by the department.

Special Joint School Board Meeting to be held on Janaury 18, 2010

There will be a special WLVA and Sac School board meeting at 6:00PM on January 18, 2010 at the Sac Elementary school.

The following is the tentative agenda:

1. Call to Order
2. Approval of Agenda
3. Discuss Superintendant search process and timeline
4. Adjourn


Barb Kruthoff announced that she will retire at the end of the 2009-2010 school year. On January 11, 2010 the Wall Lake View Auburn and Sac school boards hired the search firm Tryon and Associates to search for a new superintendent.

On january 18, 2010 an as yet unnamed representative of the firm will give a presentation that will walk through the process of finding and hiring a new superintendent. This will not be a meeting where the directors lay out a list of qualities that they would like to see in a new superintendant, but more like a training for the school board directors so they can learn how to interact with Tyron and Associates during the search process.

The meeting could last as long as three hours.
