FIRST LOOK: August 30, 2011 Sac County Supervisors Meeting

- Discussion about proposed precinct reduction from 9 to a possible 3.
-- Because city and school elections still use paper ballots, each town still has the ability to have their city and school elections in their towns.
-- If the state decrees that city and schools elections migrate over to the computerized election now used for primary and general elections, people who do not vote absentee will have to drive to the single vote site within the district, (Nemaha and Lytton to Sac, Wall Lake and Auburn to Lake View, etc.)

- The state allocates $10,000 to the Sac VA.
-- Whatever isn’t spent has to be sent back.
--- The state is very specific about on which the money can be spent, and Peg Dettmann appeared before the board to have them sign off on a letter of understanding regarding the specificity of the spending restrictions.
- The board voted to have the chairman sign the letter of understanding after it is reviewed by each supervisor.

-- New bridge on m35 has rough approaches.

-- S curves on 220th street are now open.
-- M50 could be open my September 8, weather permitting.
-- Engineer doesn’t know if M50 and N28 will be open for harvest, but it is very likely that it will be closed during October.
--- Engineer hasn’t heard anything about the contractors starting early.
-- Yankee Ave. is closed for a couple of weeks.
-- Cement plant has been set north of Lytton on N28
--- Paving set to begin in September.
--- The N28 intersection will be complete before they move west.

- Discussion about the cost of asphalt.

- Discussion about no parking signs on county road M54 at the outlet in Lake View, Iowa.
-- There doesn’t seem to be any ordinance establishing that area as a no parking zone.
-- People from the trailer park often put nasty notes on the cars that park there.
-- law enforcement doesn’t enforce no parking because of the lack of ordinance establishing a no parking zone.
-- Engineer proposes prohibiting parking at the outlet bridge.

Sac County Supervisors sign letter of understanding with State VA

Directors of Sac County Veterans Affairs, Peg Dettmann appeared before the Sac County Supervisors to ask that they sign a letter of understanding with the State Veteran’s of Administrative Affairs for an annual allotment of $10,000 that they receive for very specific uses. Those uses are indicated in the following document, which as you can see, the Supervisors directed Chairman Bensley to sign.

Sac City Water Committee recommends removal of extra Fluoride in city drinking water

At the August 30, 2011 Sac City Water Committee meeting the committee, composed of City Administrator Adam Ledford, Councilors Bill Brenny and Nick Frohardt, and department heads Bob Scheffler and Jim Johnston it was determined that the committee would make a recommendation to the city council to cease adding Fluoride to the Sac City water supply.

Right now, the city is adding .07 parts per million (PPM) to the water supply, the equipment to add that Fluoride to the water supply cost between three and five thousand dollars, Sac City’s water supply already contains between .05 and .06 PPM of fluoride already, and there is no requirement that any fluoride be added. According to City Administrator Adam Ledford, the committee was informed by Water Department Head Jim Johnston that the equipment to add Fluoride to the water supply needs to be replaced.

According to Ledford, the idea to discontinue adding Fluoride to the water supply would save the city a “couple of thousand” dollars per year in chemical costs, and between seven and eleven thousand dollars for the cost to replace the equipment that adds it to the water supply.

Sac City Planning and Zoning Board spends an hour complaining

Tonight’s Sac City Planning and Zoning meeting can be summed up in one word: Pointless. In one hour and six minutes, the Sac City Planning and Zoning board, led by Shirley Phillips decided to do one single thing. Take legal action against Willy Osborne at the end of November, 2011 if he doesn’t get a roof put on the property of the building across from the courthouse on State street. (They didn't know the address.)

The rest of the meeting was essentially one long bitch session aimed at the city council and the fact that when members of the planning and zoning board recommend that the city tear a building down, it doesn’t get done. The funny thing is, for the last two years the Sac City council has given the P & Z board money to tear houses down and has waited patiently for recommendations. Recommendations that have never come.

It gets even funnier when you consider that the money that was budgeted for tearing houses down in the general fund goes away at the end of the fiscal year unless a Trust and Agency fund is created, which the Planning and Zoning board has failed to do.

Remember how I said the meeting was pointless? At this point you are probably saying to yourself, “but what about that whole ‘legal action against the guy with the roof’ thing? Surely that isn’t pointless?” Yeah, here’s how that’s going to go. They will take the guy to court, the judge will boot it and give him 30 or 90 more days, and it will be right back in the laps of the P&Z board in Januaryish 2012.

The next meeting is set for October 3, 2011.

Passed Away - Theresa F. Schaapveld

Theresa F. Schaapveld, 81, died suddenly Friday August 19, 2011 at Mercy Hospital in Iowa City.

Funeral mass will be held 10:30 am Tuesday August 23, 2011 at St. Mary’s Catholic Church, Nichols. Visitation will be held Monday from 5 until 8 PM at the Henderson-Barker Funeral Home in West Liberty where a rosary will be recited at 7:30 PM. Burial will be in St. Mary’s Cemetery, Nichols.

Theresa was born March 5, 1930 in Sac County, Iowa the daughter of Eugene and Clara Hann. She was a graduate of Coon Valley High School. On September 7, 1963 she was united in marriage to Henry Schaapveld in Auburn. The couple had farmed in the West Liberty area for many years and most recently she was employed at the University of Iowa Hospital and Clinics in the housekeeping department until her retirement.

She was a member of St. Mary’s Church and she enjoyed gardening, flowers, canning and was an incredible cook.

She is survived by her son Henry Schaapveld of West Liberty and a sister Elizabeth Hann of Auburn. She was preceded in death by her parents, husband Henry in 1990 and a brother Joseph Hann.
