VIDEO – Lake View City Council updated on status of new sewer project (City Administrator updates)
LAKE VIEW, IOWA – MAY 3, 2010

1. LVPD Personnel update.
2. Upcoming meetings.
3. Description of meeting about installing sewer in new area.
- The meeting seemed a bit rocky, but one city councilperson said that the person being discussed is just like that.
- In the end, there will be an engineer hired, and a contract hired.
- Make sure that if dewatering needs done, then make sure it’s in the contract.
- Everything he does has to be inspected by the engineer, right?
- We can hire a contractor to run the pipe underneath the road at our expense.
- The difference in lift station verses grinder pump is $7,000.
4. If a 4th person wants to come along and join on, how much will the connection fees be, and who will receive those fees?
- A precedent was set in the past by a private development group that connection fees were $5,000 if customers hooked up on day 1 or twelve years down the line.
- The connection fee never went away.
- He's looking at some concept that's pretty similar to that.
- If there are 5 entities splitting the cost, then if a 6th party decides to join, they would pay one 6th of the total installation cost and that money would either be used to pay back the city for outstanding debt on the project, or divided up between the original 5 entities.
5. In order to receive sewer service, they will have to voluntarily annex.
- We should get our (the city) hook up fee back too.
6. Will turn it over to the attorney to look over.
7. Only an engineer, (Snyder and Associates,) is hired.
- We do have a little leverage with him because he’s already invested a little of his own money.
8. Council revisits the issue of a down tree that was discussed at the beginning of the meeting.
9. Playground equipment goes up on Saturday May 8, 2010.

VIDEO – Lake View City Council told city could get upsized electrical conductors (FEMA update)

1. Finally getting to the end as far as the FEMA paperwork is concerned.
- Just a couple more worksheets to finish up.
- A big one is the debris removal.
- We get a buck a yard for burning everything that is out there, (there are 10,000 yards)
- How much have we got to borrow?
- 300K
2. …on the electric side of things
- There is nothing being questioned by FEMA anymore.
- Basically, we file 2 project worksheets. 1 for work to date, and one for future work.
- According to city administrator, Lake View will qualify for upsizing conductors.
- Conductor replacement really means rebuilding the whole line.
- It all happens in the next 3 or 4 weeks.
- When the plans are submitted, isn’t it reviewed?
- Not guaranteed until it goes through another board.

- Those hearing were scheduled for may 3, 2010 but the parties could not attend so the hearing will be at the May 17, 2010 meet.
- It’s on the trailer and headed out of town.
2. According to info put out at the council meet, Leroy has cleaned his up considerably.
- lawn mowers are gone.
3. Behind post office in alley.
- We need to start that one.
- Was shuffling some of the stuff around.
- Some of the scrub trees were cut down.
4. The porch hasn’t been touched.
- the fridge is gone.
5. We got some response.
- The day after tomorrow we need to tow the car away and start charging them.
- Controlled burn
6. Is junk allowed inside that fence?
- I know we’ve talked to them, but I don’t remember what happened.
- We should have a definition of what constitutes a junkyard.
- If it’s a junkyard, then they are out of zoning compliance.
- We need to verify with pictures.
- We are looking at 1 to 2% of individuals that don’t follow rules.

- They have several people lined up that are interesting in donating money for trees.
2. Replanting community entrance signs.
- What they would really look at doing, is killing off all of the wildflowers, reseeding, and planning perennials.
- People expect it to look very manicured.
- It would be different if it were Auburn. They have a more natural looking setup.
- Tom Duncan is coming down to talk wildflowers.
3. They would like to explore the concept of having a community garden.
- There are over 150 plots in the Carroll garden.
- I want to plant tomatoes
4. Do we have a spot in mind?
- Water plant, (didn’t get very good play)
- Nursing home, off the extension of 5th street. We would have to have a water tank.
- Administrator recommends not doing anything that will lead to a lot of work.
- probably be a next year kind of deal.
