What we learned at the November 15, 2011 Sac County Supervisors Meeting

SAC CITY - The Sac County Supervisors met on November 15,2011 with an abbreviated agenda which included approval the claims on the register, approval of the drainage claims, and canvassing of the November 8, 2011 City Elections.

Rick Hecht was absent for personal reasons.

Without discussion, the supervisors approved the claims totaling $255,848.72, approved the drainage claims, and confirmed the results of the November 8, 2011 city elections. One provisional ballot in Schaller, Iowa was thrown out because the voter in question no longer lived in the city of Schaller.

There ensued a discussion generally about absentee ballots which included an interesting discussion about how it is possible to vote absentee, pass away, and still have your vote counted if the Auditor’s office is not aware of the death.

The Supervisors went into recess at 10:29AM

At 10:31AM County Engineer Ron Haden appeared and reported that Secondary roads spent the week engaged in their usual duties which included blading and graveling roads, repairing culverts, installing new culverts, building farm driveways, and trimming trees in the right of way.

Projects the office of the engineer is currently engaged in include work patching roads M68 and N14.

Haden reported that Taylor is closed until “later this month” to accommodate the work on the Highway 20 bypass. Work on the bypass has progressed to the point where the N28 intersection is paved. One quarter miles of the Westbound lane and 6 miles of the Eastbound lanes are paved as well. The paving contractors will shut down for the winter at the end of the week.

It was also reported that at this time there is no right turn lane scheduled for the southbound traffic turning west from 196 onto old Highway 20 into Sac City.

Haden reported that secondary roads have switched over to narrow band radio.

Sac County Conservation Board, Sac City

ST. PAUL MINNESOTA - Environmental educators, naturalists and park interpreters from across the country gathered in St. Paul, Minnesota, November 8–12 for the National Association of Interpretation Workshop.

Rene Stroud, Naturalist with the Sac County Conservation Board was one of 56 members of the Iowa Association of Naturalists who received scholarships to attend the workshop in St. Paul. Presenters and attendees shared new ideas, talents, and examples of actions to enhance existing programs and develop new methods to engage families, schools, and other groups in natural resource education and recreation.

Concurrent session topics ranged from how better plan displays for visitors with disabilities to population sustainability based activities. “I was able to 7 sessions during the workshop,” noted Stroud. “Thanks to a REAP Conservation Education Program/Iowa Association of Naturalists Scholarship, I was able to benefit from experiences and ideas of the presenters and other workshop attendees from across the U.S. and Canada. These sessions will help me improve the outdoor education and recreation opportunities we provide for area residents and visitors.”

Iowa’s Resource Enhancement and Protection Program (REAP) provides funding to public and private partners for natural and cultural resource projects, including water quality, wildlife habitat, soil conservation, parks, trails, historic preservation, and more. • The following people were present for the meeting: Todd Luckow, Russ Hass, Roger Jensen - Chairman, Bill Brenny - Council Liaison , Pat Rubendall , Wilma Fort, Ann Sanders - Secretary.

  • The Sac Trees Forever Committee came to order at 6:30PM.

  • The evening’s agenda was approved unanimously without discussion.

  • Bill Brenny pointed out that he is a non-voting member.

  • The minutes from the August 16, 2011 meeting were approved without discussion.

  • The Sac City Trees Forever budget breaks down the following way:
$3000 total cash, and 1000 in city labor.
$2000 is from a “Trees Please” grant from Mid America which requires a matching grant from the city, a thousand of which is taken from the gas utility and then an additional $1000 in kind support utilizing city labor. This money is “use it or lose it” and it must be used on public property. This constitutes their entire yearly budget.

  • The city will continue to remove the evergreen trees (pine) in the cemetery that have died.

  • Ledford reported that the city would prefer that trees that bear fruit, drop pods or root widely would not be preferable when considering future tree plantings in the cemetery.

  • The committee discussed the need to find one more member for appointment to replace the one member that they are currently missing. There may be a new liaison from the city council beginning January 1, 2012. Because there is now a woman on the council, this may throw of the balance of the sexes currently appointed to the commission.

  • Elected official orientation will be on December 7, 2011. Roger Jensen will be the person to guide the council through the workings of the Trees Forever Committee.

    Committee open forum discussions
  • Q: Have we committee funds for the north 5th street project?
    A: Not at this time.

  • The trees that blew over on the east side of 5th street are surviving, but the final test will be this winter.

  • The committee suggested they pursue an article for the paper or have coverage in the quarterly newsletter to bring awareness to the residents in general about the activities of the committee. It was suggested that it be mentioned that May Beth Wassom donated money in the name of George. Brenny suggested the TSN carry a press release also.

  • The date of the next meeting was set for Tuesday March 13, 2012.

  • The meeting adjourned at 6:54PM.
