Extension and repair of Boulder’s Drive moves forward in Lake View, Iowa

In this audio, the Lake View City Council has a discussion with Snyder & Associate engineer Dave Sturm about the plans for the extension of the utilities and street that will connect Boulders hotel with highway 71. All of the properties that abuts this improvement will be assessed. Resolution 11-17 below contains the details of the improvements that will take place and the wording authorizing that special assessment.

DISCUSSION POINTS:
- Drainage as been an ongoing concern. According to Sturm, this project will actually improve drainage in the area.
- It will cost about $50,000 more to put in a water line loop, as opposed to dead ending it which will improve water pressure. The council did not make a commitment to this procedure, but is keeping it in mind for the future.

The council also took action to have all 12 street panels that have cracked on Boulder’s Drive replaced.

After the discussion about the explicit desires of the council regarding fixing the cracked portions of Boulder’s Drive, the council reviews and approves the following document.

DISCUSSION POINTS:
- The council will determine what the valuation of abutted properties are.
- The assessment will have to be paid off before any assessed property can be sold.
- The final assessment will not be done until they know what all of the costs for the project will be.
- In an agreement they have entered into with the city, Boulder’s Restaurant has waived the 25% assessment threshold which will allow the council to assess a higher percentage of the valuation of their property.
- Boulder’s will pay the assessment on all of the lots until those lots are sold.
- The Ag lots that abut will not pay an assessment unless the zoning is changed.
- The assessment will be for 10 years.
- The council will finance the project utilizing both in town banks.

Resolution 11-18 below establishes that the council agrees with the preliminary plan and amount of the cost.

The council also acknowledged a resolution of necessity that establishes the date of a public hearing to take public input on the proposed plan and assessment schedule. That public hearing will be held on November 7, 2011 at 7:00PM at City Hall. This date and time coincides with a regular city council meeting.

Sac City Library will reduce number of magazine subscriptions from 35 to 20 this year

According to Sac Library Director, brandy Ledford, use of the magazines (circulation) is down. At the October 6, 2011 Library board meeting it was suggested that the savings realized could be used to purchase new DVDs, but this suggestion was not acted upon...

this is a new development as the WILBOR system that the Sac City Library uses to distribute eBooks was formerly not compatible with Kindle, a format in wide use.

Lake View council rejects Sac City's maintenance law

On October 3, 2011 the Lake View City Council rejected the second reading of an ordinance based on Sac City's maintenance code for being too "nit-picky" and for the potential for individuals that are targeted with this law to feel like they are being singled out.

On August 1, 2011 Mayor Barb Powell - Bloes revealed that she had the police surveil private homes for targeting with Sac City's version of the law rejected in Lake View.
