William “Bill” Archer Jr., age 74, of Schaller, Iowa, died April 14, 2010 at his home in Schaller.
William Archer Jr., son of William and Anna (Madsen) Archer was born on February 5, 1936 in Sedgwick, Colorado. As a young child, his family moved several times until they made their home near Fonda, Iowa where Bill graduated from the Fonda Public High School in 1956.

Following graduation, Bill entered into the United States Army where he was stationed in Southeast Asia.

On May 5, 1970, Bill was united in marriage to Betty (Pewsey) Archer in Luverne, Minnesota. Together they raised seven children: Cathy, Doug, Dick, David, Gary, Steve and Ann.

Bill throughout his life worked as many things. He was a bricklayer, carpenter, farmer and an escort driver until his health would no longer permit him to do so.

Bill enjoyed fishing, golfing and woodworking. He treasured playing cards, especially pinochle, with family and friends. He loved being able to travel and enjoyed the open road. In his later years, Bill continued to enjoy the open road through being an escort driver for machinery transportation. Throughout Bill’s life, he accrued many nicknames.

Those left to cherish his memory include his wife, Betty Archer of Schaller, Iowa; his children: Cathy (Tim) Bloom of Lakeside, Iowa; Doug (Sue) Archer of Newell, Iowa; Dick (Rhonda) Archer of Bricelyn, Minnesota; David (Joy) Archer of Lakeside, Iowa; Gary Archer of Schaller, Iowa; Steve Archer of Ottawa, Illinois; Ann (Barry) Shumate of Dow City, Iowa; ten grandchildren: Cory Bloom; Shawn, Shannon and Shaina Archer; Ashley and Adam Archer; Graydon and Summer Archer; Carl and Travis Shumate; five great grandchildren; his brothers: John (Esther) Archer of Diboll, Texas; Lyle Archer of Council Bluffs, Iowa; his sisters: Jean (Ray) Garrett of Denver, Colorado; Joan Madsen of Schaller, Iowa; extended family and friends.

Bill was preceded in death by his parents; three brothers: Evans “Pete” Archer; Bob Archer and Tom Archer.

Minutes of the April 20, 2010 Sac County Superviors Meeting

The Sac County board of Supervisors met in regular session with all members present, Dean Stock, Chairman, presiding. The minutes of the last meeting were approved as submitted.

It was moved by Hecht and seconded by Bensley to approve the agenda as posted. Ayes all, motion carried.

It was moved by Bensley and seconded by Hecht to approve a proposed tile repair in Joint Drainage District 16, 30 & 92, located in Section 14, Douglas Twp, Sac County in the amount of $1100.00. Ayes all, motion carried.

It was moved by Bensley and seconded by Hecht to approve the drainage claims as submitted. Ayes all, motion carried.

It was moved by Hecht and seconded by Bensley to approve a proposal submitted by TriLeaf Corp to conduct Post Remediation monitoring at 11 monitoring wells located on the former Schultz property in Sac City for $5,160.40, of which, all will be reimbursed by the GAB Robins Management Services. Ayes all, motion carried.

It was moved by Bensley and seconded by Hecht to approve the claims as listed on the claims register in the Auditor’s office. Ayes all, motion carried.

At 10:30, the Board received one bid for replacing the boiler in the courthouse submitted by Carroll Controls Systems of Carroll, Iowa. Two options were submitted in the bid. The first was a Weil McClain Ultra Boiler system with an aluminum heat exchanger with an output efficiency of 92% for $46,953.00. the second option was for a Triangle Tube stainless steel Boiler system with an output efficiency of 95% for $51,520.00. Two proposal were received for asbestos abatement as follows: Rew Services from Ankeny - $4536.00; Mid Iowa Environmental Corp - $3900.00.

It was moved by Hecht and seconded by Bensley to accept the low bid for asbestos abatement submitted by Mid Iowa Environmental for $3900.00. Ayes all, motion carried.

It was moved by Bensley and seconded by Hecht to accept the proposal submitted by Carroll Controls for the Weil McClain Boiler system for $46,953.00. Ayes all, motion carried. This bid includes the removal of the existing boiler.

The Sac County Sheriff reviewed his current budget and the need for an additional vehicle because of the agreement signed with the City of Odebolt after the current budget was adopted. Larry Beckman Motors submitted a bid on a 2010 Ford Expedition for $23,450 and a 2010 Ford Crown Victoria for $16,957.

It was moved by Hecht and seconded by Bensley to accept the bid for the Crown Victoria for $16,957.00. Ayes all, motion carried.

During the County Engineer’s update with the Board, John Irwin requested that the County pay for half of the dust control material in front of his residence because of the gravel hauling activities.

It was moved by Hecht and seconded by Bensley to approve the payment of half the cost of the dust control for Mr. Irwin. Ayes all, motion carried.

The Engineer updated the Board on activities of the county road crews and the status of current maintenance and construction projects.

It was moved by Bensley and seconded by Hecht to approve plans for HMA overlay on County Road M50 and Xavier Ave from Grant City south to Highway 71/175. Ayes all, motion carried.

With there being no further business, on motion, the meeting was adjourned.
