At the March 8, 2010 Sac City Council meeting, the Sac City Council approved the agenda without amendment.
The minutes of the February 22, 2010-council meeting were approved without challenge.
The claims were approved without comment.

VIDEO – East Sac County School board discusses proposed budget
1. Budgets are due April 15.
2. These budgets are based on last year’s budget and there are no radical changes.
3. we need to publish my pate march.
4. Sac tax rate is down to $11.75 and WLVA’s is down to $12.15.
5. Budgets come pre-populated from the state and there is very little for the boards to decide anymore.
6. Decisions the board has to make.
7. Overview of the parts of the budget and how it’s put together.
8. 2011 will be the last year for the instructional support levy.
9. PPEL levy will expire when the boards become one.
10. There are two types f levies.
10a. Last year was the first time the board didn’t exercise the extra $1.00.
11. SILO is not a levy.
1. All the sharing money did not go on WLVA budget.
1a. The school call sharing money different things.
2. I would like the WLVA sit down with me in March to discuss this.
2a. Could it be a together meeting?
3. It would be advisable for both districts to either not do a cash reserve, or for both districts to do the same amount.

1a. There are 11 sets that must be part of the policy.
2. Employment policies updated to meet federal and state law by both boards.
Licensed staff recommendations part 1
1. Licensed staff recommendations
1a. We will need 4 teachers that are combination teachers for 3rd and 4th grade. (up from 3)
1b. WLVA will be adding the equivalent of a 3rd grade teacher.
1c. Only people eligible are WLVA contract teachers at first.
2. Will need a middle school Special Ed teacher.
2a. We were forced to do an involuntary transfer for that position in the past because we had no applicants.
2b. We have no one that is qualified that is willing to move to that district.
2c. Number of mandates for IEP has gone up so much and has become so expensive, that it is not worth it.
2d. Our teachers take a lot of work home with them.
3. We need an at-risk teacher at the middle school.
3a. Advertising recommended. Because we advertise doesn’t mean we have to hire.
4. Master contract specifies that a certain amount of time be taken for replacing the retirees.
3b. Point argued that other schools fulfill at-risk positions with administrative staff, (principals, counselors, etc.)
3c. Our teachers are loaded down.

1. I don’t really care what those other schools do, I want our kid’s to do better.
1a. our 4th grade is full of at-risk issues.
1b. Middle school teachers are already working with at-risk kids as much as possible.
1c. At risk position might be able to prevent at-risk students from entering credit recovery.
1d. The funding for an at-risk position is already in place.
1e. It will cost $500ish dollars per at risk kid.
1f. If we can’t find the right person, we aren’t going to just hire someone to fill the position, it would be too painful.

2. Student comes into compliance after talk with superintendent.
3. The least the school can do is educate them.

2. If the teacher is absent it will just count as a day.
3. How will subs be compensated?
4. Seniors will graduate on time.
5. School will end on May 28.
6. Are we in session on Good Friday?
6a. no… it’s a master contract issue.
7. We aren’t doing it to save money, but it does.
8. The high school and middle school have slightly different schedules.
9. Dave S. concerned about longer day for kindergarten students.
10. 1 single parent that lives by Carroll concerned about the early start, can it be changed to going late?
11. I had a few phone calls concerned about early start too.
12. Melissa B. can they put quiet time back into Kindergarten day?
12a. The teachers of younger students are sensitive to that and those concerns will be passed on.

1. It gets hard to meet everyone’s needs.

Shirley Phillips has apparently decided to become personally involved in raising the price of our gasoline.
''If people want good roads to drive on - and certainly they can look around and see the condition the roads are in now - than we're going to have to pay for that,'' Phillips said. ''And probably the easiest on our pocketbooks is a few cents per gallon.''
