Sac City Council approves application to Sac Endowment for new welcome sign grant request

Following is a transcript of the city council conversation and a record of the votes, if any.

Barb Powell - Bloes
We’ll move to seven B, consideration of resolution 2011-17 entitled resolution approving application to the Sac County Endowment Foundation for entryway signage and there was a packet of information about the signage in your, or somebody [UNINTELLIGIBLE] about the signage. Do you have any discussion or questions around that?

Nick Frohardt
I noticed in one of the goal setting things, and I may be getting ahead of myself here, that goal setting we set up to $17,000 for entry signs? I remember we were talking about it but I don’t remember, I don’t recall ever put a dollar figure on it. City

Adam Ledford
$17,000 would roughly be the cost of the overall project that includes any grant funds that would be received for the purposes. This would include what was included in the CIP plan which was $8000 of our funds, up to $8000 of our funds in the project, so 17 is what it would take to do the project but we’re assuming will receive roughly $9000 in matching funds for this project.

Nick Frohardt
OK was that ever, the $17,000, was that actually included in the goal setting, that figure?

Adam Ledford
That figure was not included.

Nick Frohardt
OK that was added after that?

Adam Ledford
Correct. I think you’re referring to the information that was in that packet, yeah.

Nick Frohardt
Yes.

Adam Ledford
Yeah that. We would not have known the-

Nick Frohardt
I was just curious, because I don’t remember that in that goal setting [UNINTELLIGIBLE] at the time.

Barb Powell - Bloes
I think there was a cost associated with that-

Adam Ledford
No, at that time we didn’t know what the costs would be..

Nick Frohardt
Is the, the local business, are they gonna throw any money of this deal, the [GROAN] Laura, chamber? Are you put in any money into this to then?

Laura Zimmerman
We don’t have any funds committed to this project at this time, no. I know that Adam has, had commitments from the community foundation and the Kiwanis organization, and I’m working with Adam to write a grant to the endowment foundation to help cover the cost of the project. But Chamber-Main street doesn’t have any funds in this project.

Adam Ledford
We also have a application into the community chest for this project and I believe we’re waiting for a response from the mens club. They were considering being involved in this project as well.

Usually the city’s pay for the sign because they’re entrance signs and they’re insured and they’re good signs., so, that’s helped customarily done.

Nick Frohardt
Well I just, I just wanted to know the, you know is anybody else committed to this.

Adam Ledford
Right now we have roughly $3000 of other financing committed to this project.

Nick Frohardt
Right now?

Adam Ledford
Mmm-hmm.

Nick Frohardt
You’re gonna put, since I was going last time, your-

Adam Ledford
Sure. North, the one we’re looking out on north would be, like, where the current entryway sign is. The plan for that would be to take the existing, exact same models that are on east and west of town and put an exact model of that up there on north fifth street. Right now, recognizing the fact that ones highway 20 transitions out of town, that the two main entryways into our community will be north fifth street and the existing eastern route in on off of old 20 at that time, and then the second sign is a sign on south 16th street as your coming into town by the golf course. The planned there is is that that would not be a pillared signed with a light, that would simply be an updated sign that is branded the same as the other three signed, on a, basically on posts.

Nick Frohardt
We can’t use that sign that’s up there right now?

Adam Ledford
We could if we wanted to, I don’t know if you’ve seen that sign recently Nick it’s not in very good shape. It needs to be thrown away.

Nick Frohardt
Where would the funds come for this?

Adam Ledford
RE talking about the $8000? The 8000 is a general fund commitment.

Nick Frohardt
But the general fund commitment?

Adam Ledford
Mmm-hmm.

Nick Frohardt
And the city has those funds available?

Adam Ledford
Yes, it was built into the budget.

Last year.

Adam Ledford
Correct, beginning this year and-

The $8000 for this year.

And the other reason why that one’s on breakaway post is because it’s on a county highwy and because of the proximity to the road, that’s what is allowed to put at the entrance. It’s what DOT will allow us to put out there.

Adam Ledford
And it would be considerably more expensive to do electricity as there is not electricity to that particular location if we want it included.

Jim Frederick
Same fiberglass line[UNINTELLIGIBLE] the other two?

Adam Ledford
Correct, corrrect. It has a more reinforced back to it, as you probably guessed, since it will be more at risk to the elements.

Sac City Council hires Team Services for the Geotechnical work on the street improvement project

Thank you. Item number 4 is projects, and that is A, street improvements project. Number one consideration of hiring team services to perform geotechnical services. Discussion around that?

Adam Ledford
Sure. One of the things that the street and Ali committee talked about at their last meeting was the potential, and this was presented by K&P, potential of hiring out for geotechnical services on the street project. This would include a core sampling on the streets that are into anticipated to be included in the project. The advantages of geotechnical work of course gives us an opportunity to know what the condition is below eye level and have a better understanding of what needs to be done and what the costs associated with that would be. Being that we don’t have a clear understanding at this point of how deep some of our particular roads might be because many of them are got considerably several layers underneath.

Council, got any questions around that?

Nick Frohardt
The only one I had was, time element a long did we say he was going to take here?

Adam Ledford
The bigger issue has to do with the weather issue for them. My understanding is is that if they can get this approval they’ll try do this before this next month to get as many of the core samplings done as possible.

Nick Frohardt
How many are they going to take?

Adam Ledford
Yeah I believe it was 19 or 20.

19, that’s what they [UNINTELLIGIBLE]

Is that, do you think that’s enough points to ascertain that there might be some variation on a given street?

Adam Ledford
It was the opinion of Kuehl and Payor that that was a sufficient for them. I think one of their greatest concerns here is the depth as much as the condition because we do have those, and Bob would be much better at explaining it then I would be, but we do have a lot of that red granite makes underneath our streets that was the streets long, long ago and of course they didn’t take that out to put in new street so we do recognize that there are a handful of our streets in town that are considerably thick on those sub surfaces.

I guess my only question was, the time element, you know we were hopefully to start within a month-

Adam Ledford
Within, they would like to be, they hope to get as much done as possible in the next month.

Nick Frohardt
Otherwise were going to have to wait until next spring?

Adam Ledford
No they can typically end up doing these in the middle of winter. They like there to be, they like there to be some moisture in the ground when they do this so that they can kind of assess the status of the sub grade, but for the most part they can do these, granted they don’t want to be digging through 2 foot of snow to try to do it but if they can get started now and we don’t foreseeably have snow in the future, they would like to be able to get this done before, by the end of the week.

How far away was the other bidder in this?

Adam Ledford
Actually both of them are in here. One was $1573 and the other one was $2300
