Minutes of the November 1, 2011 Sac County Supervisors Meeting

The Sac County Board of Supervisors met in regular session with all members present, Jack Bensley, Chairman, presiding. The minutes of the last meeting were approved as submitted.

It was moved by Hecht and seconded by Stock to approve the agenda as posted. Ayes all, motion carried.

The County Auditor advised the Board that the Iowa Secretary of State had approved the re-districting plan for the supervisor district boundaries and the precinct boundaries as approved by the Board of Supervisors. The Ordinance in its entirety will be published with boundary maps as required by law.

It was moved by Hecht and seconded by Stock to approve an application for construction across an established drainage district submitted by C.J. Moyna and Sons Construction. The permit allows the contractor to pump water out of a borrow pit into the open ditch in DD 92, section 7, Cedar Twp. Ayes all, motion carried.

It was moved by Stock and seconded by Hecht to approve the claims as listed on the claims register in the Auditor’s office. Ayes all, motion carried.

The County Engineer updated the Board on activities of the county road crews, the status of current maintenance and construction projects and construction on Highway 20 as it pertains to secondary roads.

With there being no further business, on motion, the meeting was adjourned.

Jacqueline Edwards, age 79, of Schaller, Iowa died October 27, 2011 at Mercy Medical Center in Des Moines, Iowa following a long illness.
Jacqueline was born on July 17, 1932 to Pierre and Suzanne (Bourdeless) LaMache in Cherbourg, France. As a young child Jacqueline was baptized and confirmed into the Catholic faith, in which she continued to practice throughout her life. Jacqueline received her education while growing up in France.

After World War II, Jacqueline was married, bringing her to the United States. On July 22, 1978 she was united in marriage to Duane Edwards in Schaller, Iowa.

Jacqueline was a homemaker and worked for many years before retiring in September of 2008. She was active in the church and served as a Eucharistic Minister. Jacqueline enjoyed spending time outdoors, especially gardening. She took great pride in entertaining other people as a hostess and cooking for them. Jacqueline was a talented artist and often spent time painting. Her family was very important to her and she cherished all times she was able to spend with them. Jacqueline will be deeply missed by all who knew and loved her.

Those left to cherish her memory include her husband, Duane Edwards of Schaller, Iowa; her children: Anitta (Tony) Spenner of Des Moines, Iowa; Valerie (Kim) Nuyen of Kalamazoo, Michigan; and Christopher (Cathy) Shell of Kalamazoo, Michigan; step-children: Ken (Karen) Edwards of Hillsboro, Oregan; and Terrie (Bill) May of Sterling, Colorado; grandchildren: Rachel Aherns; Stephanie (Daniel) Licht; Brian (Carmen) Spenner; Lindsay Nuyen; Craig Nuyen; Tyler Shell; Sydney Shell; Cade (Shauna) Edwards; Jared (Kara) Edwards; Micah (Jamie) Edwards; Wyatt (Kathleen) Edwards; and Tiffany (Aaron) Storch; eleven great-grandchildren; sister, Pierrette Franquet of California; extended family and many friends.

Jacqueline was preceded in death by her parents; son Daniel Shell; sister, Suzanne McClure; and brother, Eugene LaMache.

Francis Marie Schwaller, age 71, of Sac City, Iowa, passed away on Sunday, October 30, 2011, at Park View Rehabilitation Center in Sac City.

Francis was born on April 24, 1940, in Fonda, IA, the daughter of Fred and Nina (White) Nitch. She graduated in 1959 from Fonda High School as Valedictorian of her class. She was united in marriage to Lenus Schwaller in July of 1960. She worked for Lawrence Ritter at the Popcorn Plant in Sac City and at Jerry’s Super Value store in Sac City until she had a stroke in 1985. Francis resided at Park View since then.

She enjoyed working with puzzles, reading, and going to Barry Manilow concerts. She was an avid member of Barry Manilow’s Fan Club. She loved her children, grandchildren and great-grandchildren and looked forward to their visits.

Survivors include her daughter, Teresa Biederman of Sac City; son, Tim Schwaller of Sioux Falls, SD; grandchildren: Cassandra and Anthony Biederman of Glenwood, IA, Michael (Jenifer) Schwaller of Coon Rapids, IA, Aaron Schwaller of Sioux Falls, SD; great-grandchildren: Paige, Austin, and David Schwaller of Coon Rapids, IA; step great-grandsons: Kristofer and Robert Pykes; her sister Florence Kirks of Spirit Lake, IA; her brothers, Carl (Jean) Nitch of Claire, IA and Dale Nitch; and many extended family members.

She was preceded in death by her parents, Fred and Nina Nitch; four sisters; five brothers; and two children in infancy

Chrystal Olerich, age 18, of Lake View, IA, passed away Saturday, October 29, 2011, near Hopkins, MO, from injuries sustained in an automobile accident. Chrystal Nichole Olerich was born on December 14, 1992, to parents John and Brenda (Huehl) Olerich in Lake City, IA. She grew up in Lake View, IA, attending grade school at Wall-Lake-View-Auburn Elementary and graduated with the East Sac County High School class of 2011. She was attending Southwestern Community College in Creston, IA, to further her education and pursue her love of volleyball.

She was baptized at the United Methodist Church in Lake View, IA, in 1993. She was later confirmed in the same church in 2011. She worked at the Lake View Foods during high school while participating in various other activities. She played volleyball throughout high school, and also participated in drill team. She loved being with friends and her visits to Rancho Grande. She will be dearly missed by all those that knew and loved her.

Those left to cherish her memory include her parents: John and Brenda; her brother David and her sister Tiffany; grandparents: Cynthia (Dennis) Nehring of Atlantic, IA; great-grandfather LaVerne Heuhl; uncles: Dale (Joan) Olerich, Kiron, IA, Allan (Wendy) Meischeid, Lake View, IA; aunts: Patty (Dave) Youll, Lake View, IA, Judy (Andy) Murphy, Jefferson, IA, Cindy Ellis, Carroll, IA, Kristy Huehl, Atlantic, IA; and many cousins, extended family members, and friends.

Julie Blunk Kluver, age 67, of Wall Lake, IA, passed away Saturday, October 29, 2011, at Mercy Medical Center in Sioux City, IA. Julie Ann Lackman was born on December 19, 1943, in San Antonio, TX, to parents Bernard and Esther (Kolbaum) Lackman. Their family moved to Kiron shortly after her birth, and she lived in the Kiron area most of her life. She attended all of her schooling in Kiron and graduated with the Kiron High School class of 1962.

She was married to Dennis Blunk on January 16, 1962, until his passing on May 27, 1975. This union was blessed with four children: Michael, Mark, Michelle, and Merrit. She was later remarried to and divorced from Eddie Kluver. She was baptized into the Catholic faith, and then became a member of the Lutheran faith after marriage.

Julie worked as a business manager at the Ida Grove and Kiron Co-ops and was still working in Ida Grove up until the time of her passing. In recent years she had lived in Wall Lake. She had many hobbies including cooking, baking wedding cakes for friends and family, crafts, and most importantly her grandchildren. She enjoyed watching Minnesota Vikings games with her grandchildren and she always looked forward to watching them grow. She will be dearly missed by all those that knew and loved her.

Robert Watson, age 84, of Lake View, IA, passed away Friday, October 28, 2011, at Loring Hospital in Sac City, IA. Robert Watson was born on September 23, 1927, in Cedar Rapids, IA, to parents Harry and Ruth Watson. Robert grew up in Cedar Rapids, IA, and graduated high school there in 1945. After high school he served his country by joining the United States Navy.

Robert was united in marriage to Mable Ann Ferguson on February 7, 1975. They shared many happy times together with their large family, which included six children: Mike, Toni, Tom, Sue, Terri, and Tami.

Robert worked at various pursuits to provide for his family throughout his lifetime. He worked at IBP, was an independent carpenter, owned and operated a Minnesota lake resort, and also owned and operated Lake City Lanes starting in 1978, as well as Western Bowl in Carroll, IA. He had many hobbies including golfing, bowling, and spending time with family-especially at the bowling alley. He will be dearly missed by all those that knew and loved him.

Those left to cherish his memory include his wife Mable Ann of Lake View, IA; children: Mike (Madonna) Watson of Lake View, IA, Toni (Bob) Rist of Lake City, IA, Tom Christian of Carroll, IA, Sue (Jack) Bisbey of Randall, MN, Terri (Gerry) Kraus of Ankeny, IA, and Tami (Kendall) Holm of Lake City, IA; 16 grandchildren; 16 great-grandchildren; and a host of other extended family members and friends.

Burn ban to remain in effect in Sac County

Near the begining of October, thirty nine Iowa counties were placed under a burn ban due to dry conditions.

Sac County was placed under a burn ban beginning on october 7, 2011 at 10:AM.

On N ovember 1 at 9:30AM, the burn ban for Calhoun county, Sac County's neighbor to the east, was lifted, fueling speculation that Sac County's ban may soon be lifted.

In a telephone interview conducted yesterday with Sac County Emergancy management Coordinator, Jim Bullock TSN learned that there are are no plans to lift the ban in Sac County at this time.
