Wall Lake City Council questions steps being taken on the new well project
WALL LAKE, IOWA – SEPTEMBER 27, 2010
1. On September 20, 2010 the City Clerk, and the public works director of Wall Lake went to Hubbard to examine a equipment similar to the equipment that is proposed be installed for the new well.
2. Electrical controls.
- They alternate the wells.
-- Could be done manually
- They regulate the water in the towers.
-- Could be done manually.
--- Nobody would know if the tower is full or empty until it becomes full or empty.
---- There is no way of knowing if it will shut off and overfill.
- Low pressure alarm.
-- It would be nice to have this feature. It calls up whoever is on watch and lets them know that they have to get down to the plant and make an adjustment.
- Rick doesn’t know if it would be feasible for city employees to do any of the installation work.
3. Councilperson Morrow would like a second opinion.
4. Is a huge generator needed to run it should it go down?
- Could a portable generator that could be used elsewhere be moved into place in time of need instead?
5. City Council people express a general need for taking a second look at the equipment side of the project.
- Are we too far along to get a second opinion?
6. The council is given the option of having the engineers come up and present and answer their questions.
7. There is a question on if the National Electrical Code actually requires a $35K set of controls, or if it only requires that the current system be upgraded to something adequate.
- Can a cheaper control panel be had?
-- It will be researched.
-- A firm out of Storm Lake (Control Systems)will be called in to look over what they have and make recommendations.
8. Can a portable generator be used for back-up?
- It may be a DNR requirement that a generator be dedicated.
9. “What are we hiring and engineer, besides giving them a check all the time?”
- Would you build your building without an engineer?
- Had an engineer been hired to do the problem well under discussion currently, it would not have been sunk only 15 feet away from the old well.
10. Clerk directed to have electrical engineer present at next council meet for questions.
