Lake View City Council updated about the county recycling situation.

…talks per/bag increase in garbage fees

1. The building is owned by the Howard Center.
- The landfill commission pays all utilities for the building.
- The Hoard Center does not put the same amount of work out of that building.
-- No longer offer can redemption.
-- They don’t do assembly of hardware.
- The cost of utilities is still the same.
-- It was a bad year for selling recyclables … very little revenue from that.
- Equipment has become worn.
2. One possible solution the commission came up with is to haul the recyclables to Carroll and get the cost of doing business with the Howard Center off it’s back.
- There has been to commitment to this course of action at this time.
-- It takes three years to get out the Howard Center contract.
-- A letter has been sent.
3. The Howard Center is charging $22K for administrative costs, and nobody seems to be sure what they is for.
4. Another possible solution would be to rework the contract, but that hasn’t been attempted yet.


5. Landfill is closing out one cell and constructing a new one.
- It used to be that they could just “throw down” a clay base.
-- Now they have to use a special liner that is more expensive.
6. There are two main expenses in garbage utility.
- The contract with Rudd Sanitation.
-- City pays a flat fee of $77K per year.
--- This covers garbage and recycling.
--- They receive 1/12 of that per month.
--- Contract ends November, 2010.
- The per capita assessment from the landfill.
-- This has gone up dramatically in the last few years.
--- It was $12 per capita in 2005, it is $22 per capita this year.
---- This could go up $10 more.

7. The balance in the bank goes down a few thousand dollars every year.
- This has gone on for years.
- Will be running in the negative on the bank balance.
8. City administrator would like the council to take a look at garbage rates and consider raising them.
- In 2006 the base rate was $7.00 and they raised to $8.00.
-- Seasonal people have heartburn over a raise in the base rate, because they pay it every month, even when they are not here.
- Have we ever considered raising the per bag rate from $1.00 to $2.00.
-- It would make more sense; it would make the people that are using it more, pay more.
-- It has been $1.00 per bag since the early to mid 90’s.
-- If it were $2.00 per bag, people night recycle more.


9. The Iowa Department of Natural Resources has mandated that 25% of all waste that comes in should be recycle.
- Cause of the hail storm everyone got a new roof.
-- None of that is recyclable, therefore the landfill can’t meet the mandate and has to pay a fine.
10. The landfill has had to install monitoring wells at great expense.
11. City administrator asks for what information the council would like to determine the amount of increase.
- City administrator asks the council to keep in mind that increasing the per bag cost by 50% will not increase the amount of revenue by 50% due to people stuffing the bags tighter, increased recycling, and illegal dumping.
