10a. Consideration of approving additional work with Municipal pipe and Tool
* Darrin from Snyder and Associates to speak.
* Thirty second update.
* On 11th street, started lining at Bailey. Lined the sewers through Schaller, lined to Gishwiller, took a west turn at Gishwiller and stopped at 12th street.
* They also did some lining down at the fairgrounds.
* No manhole repairs have been done yet due to weather.
* Darrin went out pulling Manhole covers in the above mention repaired areas to day to see how well it worked.

* The original bid price came in at about $85,000 less then they had estimated. This leaves money for other areas that can use some work.
* all of the water that comes down that pipe ends up in somebody's basement if you have high flows or ends up at the WWTP where it has to be treated.
* One area they looked at was up by the Aquatic Center. This was on the original docket of things they were going to try to do but didn't think that they could afford. From 12th and Gishwiller, (where they quit before) to Losure on 12th street, there are about two blocks that they think is in "Pretty rough" condition.
* Another area they looked at was over by the fairgrounds on the hillside between the fairgrounds and Fairing. There are bad manholes and not so good pipe in that area.
*Municipal Tool and Pipe said they would do both projects for about $61,000. This means that the city would still have about $25,000 to spend and remain on budget.
* Another area that was addressed was an area down by the main lift station. According to the WWTP manager, there is a concern about water in the area getting into the system. Bon Scheffler (Maint. dept head) feels that they shouldn't get too concerned about that area until later on in the project. He thinks it is something that the city can fix. He suggested that there is no real way to know what the problem is until it dries up and they can get down there to look at it.
* They can perhaps have Municipal run the cam up the pipe in that area and see what is wrong before committing to fixing it.

* Nick Frohardt questions.
* How does .47 (check this figure) per foot compare to the original bid price? That was the initial bid price, but it is roll into a whole list of line items including; cleaning of the sewer, televising the lining it, re-televising it.
* Nick seems to feel that because the money is already budgeted and it's for infrastructure, then spending it in the proposed ways is a good thing.

* The full amount is not actually built into the budget but according to City Administrator, "We do have contingencies built into the loan." They will have to be careful about unforeseen fluctuations of project costs, but they probably wouldn't have to change the loan amount to finish the proposed additional projects.

*Mayor brings up sink holes. She apparently didn't know that this is the same thing they were discussing between 00:04:56 and 00:09:50.
* It's like a remodel project; you never know what you are getting into.

10b. What Darrin saw when he looked into the manholes today.
* He pulled manhole covers on 11th street between Bailey and Gishwiller. The water looks "Pretty steady" which means that the sewer lining is doing what it is supposed to do.
* When he turned and went up Gishwiller, it looked like there is an awful lot of clear water, which indicates that there are sump pumps and footing drains emptying into the sanitary sewer.

* "That's a really tough thing to address, but if you can, it's a really important thing to address." Darrin
* 6 sump pumps will outrun the capacity of an 8" sewer pipe.
* The water was very clear; sewer water is a little grey.
* If there are sump pumps running water into the sewer, and the sewer gets lined, the problem is not fixed.
* The question is, who do we figure out of there is a tile drain or a sump pump? They have to ask the homeowner if they want to inspect homes, but homeowners do not always give permission to go in.
* According to Darrin, A few years ago Fort Dodge had someone go through every house to make sure they were plumbed correctly. FD spent a lot of money on this, people were not very happy that they did that, and probably moved their sump pumps back into the original position after the inspectors left (spec).
* Darrin suggested that the city try appealing to homeowners by just offering to show everybody the correct way to re-route sump pump flow without the threat of legal action.

* The pipe from 12th to 13th on Gishwiller is earthquake resistant. Handy.
* There will be a joint every 4 feet and will cost roughly $12,000 to do that block.

*Normally in the spring there are complaints about sewers backing up into basements in that area. This year bob Scheffler and Adam Ledford claim that this is not happening.
* The council decided to discuss this further at the April 12, 2010 meeting.
