Four lane Highway 20 to take possible 10 to 20 year stall between Early and Moville (Highway 20 Association meeting)

1. I don’t think I have any bad news for you today.
2. Paving is let from Moorland to Iowa 4.
3. Should be starting to pave east of Iowa 4.
4. Bypass should be open from Moorland to Iowa 4 by the end of this year.
5. At the end of the July letting, all of the grading will be let to just west of Highway 71.
6. Ground breaking for Sac County portion has no date set yet.
7. Traffic on bypass from 4 to N14 by end of 2012.
8. Traffic on bypass from N14 to Early, Iowa by end of 2013.
9. 196, N14 will become Highway 71.
10. Early to Correctionville has no completion date.
11. There is $39M for portion from Moville to Correctionville.
12. Existing 20 Schaller to Holstein work is a resurfacing job.
13. Highway will work from west to east from Moville to Early.
2011 - 2015 highway 20 projects



1. There’s not enough money to do all the grading from Correctionville to Moville, so what’s the logical scenario, three, four miles at a stretch?
2. Early to Moville will be $407M
3. Moville to Correctionville will just be two lanes added to the existing two to start with.


1. Highway bill expiration means no looking ahead.
2. Only one person thought they would have a new bill by 2011.
3. Next bill will be focused on rails and mass transit.
4. Bills funded by gas tax will have to change due to more efficient cars.
5. Attitude for completing Highway 20 is “very very good”

7. Each year for the last eleven years, there has been a large earmark for 4 lane highway 20.
- There is now a self imposed moratorium for earmarks, which means that the pols will not be asking for money for highway 20.
8. Members asked to go to Harkin/Grassley websites to thank them for their.
9. Nebraska has a language issue with bill which doesn’t allow them to spend appropriations on highway 35 project.


1. In Illinois there has been no movement.
2. 4 lane will not connect to Chicago, for now.
3. 74 in quad cities will be sucking up money in Iowa and Illinois.
4. 4 lane through Nebraska (35) to connect to 4 lane 20 in Iowa.

1. Ground breaking plan will depend on the date of the letting.
2. 4 speakers from Fort Dodge spoke at Marshall town meeting.
- The presentation was timely.
- The word shadowboxing comes to mind.
3. Next meeting will be in Fort Madison On June 7 (and 8?)
4. No one in rooms seems to be attending.
- Storm lake is coming up right after that.
- Can reps from Ida County make a presentation at Storm Lake? Maybe.
5. October meeting in Dubuque.
6. Presentations have to be from Sac, Ida and Woodbury county Highway 20 reps.

- Road building equipment manufacturers rally in Iowa.
- List of supports read off, with suggestion that businesses on list be poached for highway 20 cause due to shared concerns.
2. NASCO Conference attendance discussed.


1. Bob’s Report about the DOT workshops he’s attended.
2. In January/February it seems to be that 4 lane 20 would be done by 2020.
3. There are several projects that are being funded.
- Interstate 74 and highway 100 are in competition for DOT dollars.
- There is a significant amount of desire to get those two projects done, and they are in bigger cities then Storm Lake.
4. Highway 20 now has construction hole between Early and Correctionville “To my knowledge, there are no funds programmed or allocated at this point for that particular hole.”
5. Group encouraged to push for increase gas tax.
6. Members encouraged to get major corporations involved in lobbying DOT.
7. We need to have more heat from western Iowa.
8. At the March meeting Bob attended, Highway 20 was one of the main topics discussed.
9. At the April meeting, there was zero money for Highway 20.
10. Highway 20 is the only highway that they considered giving money to, which is where the $30M dollars came from.
- I think they gave you a token.
- Out of around $500M needed, there is only $39M programmed for highway 20 between now and 2020.
- It looks bleak for the western part of Highway 20.


1. The pot gets smaller due to maintenance.
2. The pot is finite.
3. We are at that crunch we do to riding inflation and stable rates of growth and funding we no longer have money for expansion.
- It’s going to be maintenance only.
- Time 21’s been a disaster.
- $39M is a stopgap measure that will let DOT get into grading and right of way in the 11 ½ miles between Moville and Correctionville.
4. Congressman King’s rep claims that highway 20 is still King’s number one priority.
5. In this economic environment, hoping for the best is the best that you can do.
6. What we can affect is our local representatives.
7. We’re all depending on that 4 lane.

4. 60 mile road in Missouri finished in the time it took Iowa to talk about 6 miles.
5. Do we have enough support from our area industry- We’re setting here doing there dirty work for ‘em. Time to call some of these guys out.

1. Key friends of highway 20 will be leaving the DOT commission and will be replaced by people that are not friendly.
