Councilman Jim Frederick reported at the December 28, 2009 Sac City Council Meeting that he has received a couple of phone calls about Mediacom’s Service. According to Mr. Fredrick, at issue is service and rates. Mr. Frederick was asked by these contacts what they could do, to which he says that he responded that Sac City is in a franchise agreement with Mediacom for a few more years.
In fact the City is in a franchise agreement until 2021 with Mediacom and there doesn't seem to be anything that can be done at the City's end regarding poor service or high rates, though Councilman Bill Brenny did say that in a visit he had with the Vice President of Mediacom's Marketing he did discuss the issue of poor service. Mr. Brenny did not say what the outome of that discussion was.

Muska expresses appreciation to city employees for blizzard efforts
At the December 28, 2009 Sac City Council meeting, Councilman Brian Muska gave kudos to the City Employees for their efforts during the 2009 Blizzard.

Second of Three Readings of Ordinance to Vacate Alley Passed
On December 14, 2009 the Sac City Council held a public hearing regarding the vacation and possible sale of lots 1 through 3 and lots 4 through 6 of block 35, Platt's addition in Sac City Iowa. These lots are an alley located between two properties owned by the Mckeever family.
According to previous conversations with both the Planning and Zoning Bord, and the Sac City Council, the McKeevers intend to purchase the alley from the city so that the block is one continuous property.
At the December 28, 2009 reading of this ordinance, no new input was reported.
On December 28, 2009 the second reading of the ordinance authorizing the vacation and sale of the property was passed, (see ordinance 2009-218 below). The third and final reading is scheduled for the January 11, 2010 Sac City Council Meeting.

Hearing for entering into loan and disbursement agreement for $7,432,000 set for January 11, 2010
The date of the public hearing in this notice was agreed to at the the December 28, 2009 Sac City Council. Sac City Administrator Adam Ledford, volunteered that Sac City's $2,000,000.00 is considered a forgivable part of the loan and is therefore included bringing the total to the $7,432,000.00. The Sac City Council did not feel the need to explain to the public anything further than this.

Sac City Casey's General Store beer license renewed
On December 28, 2009 the Sac City Council granted Casey’s Marketing Co. dba Casey’s General Store #1331 in Sac City Iowa was a Class “C” Beer Permit with Sunday Sales which allows them to sell beer and wine coolers for off premises consumption in original unopened containers. (No sales by the drink.)

Mayor Powell ends year with a little dishonesty
Mayor Barb Bloes does all public business with her company, State Farm Insurance under the name “Barb Powell.” It’s my belief that this basic bit of dishonesty speaks to her general character and is also evident in the following story about what happened at the December 28, 2009 Sac City Council meeting. Because she seems to live her life in every other respect as “Barb Powell” it is TheSacNews.com’s editorial policy that she will be referred to as the name she puts on her State Farm Insurance business sign, her State Farm Insurance business car, and State Farm Insurance advertising. The public should be aware that when they buy insurance from “Barb Powell" she is the same person as the mayor of Sac City, “Barb Bloes” who is engaging in this attempted political spinning which I will now document for you.
Full Disclosure: Sac City Mayor Barb Bloes, A.K.A Barb Powell is married to my estranged father.
Here’s what happened.
On March 24, 2008, Sac City Mayor Barb Powell changed the “Public Forum” portion of the Sac City Council meetings into the “Council Forum” thus excluding by name, the public from participating in the portion of the meeting where future topics for discussion are suggested. Occasionally the Mayor lets certain people, (primarily friends of hers,) participate in the Council Forum, but for the most part it is now only for the Council.
She denies that the public forum is gone, (in spite of the fact that you can just go look at any agenda prior to March 24 and see that there is a public forum in place, and then replaced on every agenda thereafter with the “Council Forum.”)
Apparently the fact that she has done away with the public forum is bothering her, because right after she called the December 28, 2009 Sac City Council meeting to order, before the council even approved the agenda, she started using the City Council meeting to tell me (Curtis Bloes) personally that she doesn’t have to include a public forum during the meeting at all, and then waved some documentation around from the Region XII Council of Governments as proof.
She continued to tell those gathered that in fact the “Citizen’s Opportunity to Address the Council” is now the Public Forum. In fact, the Mayor is lying. The “Citizen’s Opportunity to Address the Council” existed prior March 24, 2008. The only thing that is different from prior to March 24, 2008 is that the Public Forum is now gone. She is aware of the change because at the time her explanation was that they just, “Changed a little wording.”
I find it interesting that Mayor Barb Powell insists at the beginning of every single City Council meeting that the public is welcome to comment whenever they choose, but then continues to submit to the Council an agenda that purposefully excludes the public from participating in the forum at the end of the meeting.
The December 28, 2009 discussion itself took place in an illegal manner, being both not posted on the agenda, (I guess the Mayor didn’t want the public to know what she intended to discuss at the meeting,) and before the approval of the agenda. This means the Sac City Mayor Barb Powell may be in violation of Iowa’s open meeting laws. Because she’s the Mayor, it’s unlikely that the Sac City Council will address this breach of Iowa law in open meeting at any future date. Ironically, the “Citizen’s Opportunity to Address the Council” which she wrongly insists is now the “Public Forum” is where she could have legally discussed this topic, since it didn’t require that a decision on the City Council’s part be made.

Those of us that are paying attention know better. Better to stick with the “I don’t have to have a Public Forum” argument. At least it’s honest.
By the way, this topic originally came to light the week I was establishing that the Sac City Council does not discuss the hundreds, (thousands?) of dollars in backdoor payments they receive out of the general fund, as well as the many other payments in need of explanation that the City makes every week. Kelding charged with Assault on a Peace Officer
The following report is taken from a Sac City Police Department Media release. All people accused of crimes are innocent until proven guilty and the disposition of all cases are subject to change without notice. All allegations contained within the body of the story are those of the police officers involved in the investigation.
On December 22nd, 2009 at approximately 4:10 P.M. the Sac City Police Department was dispatched to 900 Early Street for a report of a male subject who allegedly over dosed on prescription medication in an attempt to commit suicide.
According to the press release, the subject was refusing medical assistance. Officers on scene determined that the allegedly suicidal subject was Jerry Kelding of Sac City. Officers attempted to negotiate with Mr. Kelding in an attempt to get him medical assistance. According to the SCPD report, Kelding approached the responding officers in what they judged to be a threatening manner, and in their opinion he attempted to assault the officers using a large wooden club. A TASER was deployed to stop him from assaulting the officers. The TASER effectively stopped Mr. Kelding and he was safely taken into custody without further incident.
The deployment of the TASER device saved Kelding and the responding officers from receiving any injuries in this incident. After being taken into custody Kelding was transported to Loring Hospital by Sac County Ambulance for medical evaluation. On December 23rd, 2009 Jerry Kelding was released from Loring Hospital and immediately taken into custody and transported to the Sac County Jail.
Kelding was charged with assault on a peace officer while displaying a dangerous weapon, which is a Class “D” Felony and domestic abuse assault which is a simple misdemeanor. He was booked into the Sac County Jail with no bond. Assisting the Sac City Police Department was the Sac County Sheriff’s Office and the Sac County Ambulance.

Michael A. Neppl, 57, of Humboldt, passed away December 28, 2009 at the Humboldt County Memorial Hospital. A Mass of Christian Burial will be 10:00 a.m. Thursday at St. Mary’s Catholic Church in Humboldt. Interment will be in Union Cemetery, Humboldt. Visitation will be from 4-8 p.m. Wednesday at the Mason-Lindhart Funeral Home in Humboldt with a parish rosary at 7:45 p.m.
Mr. Neppl is survived by is wife, JoAnn of Humboldt; his daughters, Becky Neppl of North Liberty, Iowa, and Julie Neppl of Wheeling, IL; and siblings, Suzanne (Bob) Guthrie of Columbia, MO, Elaine Neppl of Papillion, NE, Joe (Vicki) Neppl of Wall Lake, Donna (Bill) Cooper of Eldridge, IA, Larry (Jean) Neppl of Wall Lake, Dan (Rose) Neppl of Erie, CO, and Lauri (Jeff) Niehaus of Sac City. He was preceded in death by his parents.
Michael Anthony Neppl, the son of Marcus and Mary Jane (Powers) Neppl, was born April 14, 1952 at Carroll, Iowa. He was raised and educated at Wall Lake and graduated from high school in 1970. Mike attended Iowa DOT training in Council Bluffs and went to work for the Iowa Highway Commission. On September 13, 1975, he was united in marriage to JoAnn Neumayer. On May 5, 1977, the couple made their home in Humboldt where Mike worked for P&M Stone until 1980 when he went to work for Humboldt Concrete Products where he became manager. In 2005, Mike became the Human Resources Manager for Jet Company in Humboldt.
Mike was a member of St. Mary’s Catholic Church and was a past member of the Humboldt Volunteer Fire Department. He was a St. Louis Cardinals and Iowa State Cyclone fan and enjoyed NASCAR Racing. He took great pride in his daughters and loved following their high school athletic activities.

Donna Johnson was born December 19, 1946 at Lake City, Iowa to Everett and Irene (Gatton) Johnson. On September 3, 1966, she was married to Robert Winker at Lake City and together they resided in Lanesboro. Donna worked at Casey’s Convenience Store in Lake City for 23 years and enjoyed talking to all her customers. She loved spending time with her family, playing with her grandkids, bonfires and having a beer at the North End.

Geneva "Gen" Hansen, age 96, of Storm Lake, Iowa and formerly of Newell and Sac City, Iowa died Wednesday, December 23, 2009 at the Methodist Manor Retirement Community in Storm Lake.
Geneva Gosch was born August 26, 1913 in Odebolt, Iowa the daughter of Henry and Josephine Emma (Greve) Gosch. She was baptized September 14, 1913 at the Odebolt Presbyterian Church. Geneva grew up in the Odebolt area attending country school and later Odebolt high school.
On August 15, 1930 she was united in marriage to Joe Hansen at the Presbyterian parsonage in Cherokee, Iowa. This union was blessed with three children: Gale Elmer, Norma Jean, JoAnn. Their family made their home in Aurelia, Ida Grove, and Arthur. In 1943, they moved to the Newell area where they were members of the Congregational Church. In 1976, Geneva and Joe moved to Storm Lake where they transferred their membership to the United Methodist Church.
Geneva had fond memories of fishing with her family. She loved dancing and traveling with her husband, Joe. Geneva was an avid reader of books from her church library. She was a member of the Neighborhood DD Club and the Birthday Club. She thoroughly enjoyed spending time with her family and will be deeply missed.
Those left to cherish her memory include her children: Gale (Carol) Hansen of Sac City, Iowa; Norma (Del) Johnson of Storm Lake, Iowa; JoAnn (Darvin) Saddoris of Carroll, Iowa; 11 grandchildren; 35 great grandchildren; five great-great grandchildren; one sister, Virginia (Kenneth) Brinkley of Spencer, Iowa; extended family and friends.
Geneva was preceded in death by her husband, Joe; her parents; one brother and sister-in-law, Lloyd and Evelyn Gosch; one granddaughter, Mary Anderson.

George C. Shull, age 77, of Sac City, Iowa, died Monday, December 28, 2009, at Trinity Regional Medical Center in Fort Dodge, Iowa.
Funeral Services: 10:30 a.m. Saturday, January 2, 2010, at Christensen-Huffman Funeral Home in Sac City. The Reverend Randy Russom will officiate.
Burial to follow in Oakland Cemetery, Sac City. Military graveside honors will be conducted by VFW Post 590.
Friends may call at Christensen-Huffman Funeral Home in Sac City on Friday from 2-8 p.m.
Born July 7, 1932, in Sac City, Iowa, George Carroll Shull was the son of Arlo and Mary (Engler) Shull. He grew up and received his education in Sac City, graduating from Sac City High School in 1951. George served two years in the United States Army during the Korean Conflict. Following his tour of duty, he attended the University of South Dakota where he earned his bacherlor's degree in accounting.
On December 21, 1957, George was united in marriage to Lillian Lundgren in Des Moines, Iowa. George and Lill returned to his home town of Sac City where they raised their three children, Jeff, Tracy, and Deb. Together they operated Shull Accounting in Sac City, where George remained active until the time of his death.
George served on the board of directors of Cookies, Inc. and was a member and former president of the Parents Association at the University of Northern Iowa. In earlier years he was active in Kiwanis Club. He had many hobbies, all of them centered around family activities. He loved boating and water skiing, motorcycling, convertibles, and sporting events of all kinds. George was very handy and spent many happy hours working on his cars. He especially enjoyed time spent with his four grandsons.
Survivors include two daughters, Tracy Fliger of Cedar Rapids, and Deb Shull of Adel; and four grandsons, Jeff and Sam Hambrecht of Adel, and Kyle and Shawn Fliger of Cedar Rapids. He is also survived by five sisters and four brothers, Norma Rix of Holiday Island, AR, Connie Olsen of Deadwood, SD, Anne Bennett of McCall, ID, Joan (Boyd) Mayberry of Kirksville, MO, Jane (Gene) Olson of Dallas, TX, Don (Mary) Shull of LeMars, Dennis (Luana) Shull and Doug (Carol) Shull, all of Indianola, and Mike Shull of Sioux City; as well as many nieces, nephews, and other extended family members.
He was preceded in death by his wife in 2008; a son, Jeff Shull in 1983; and his parents.

Lake City – Glenn McCuen, 81, died Thursday, December 24, 2009 at Stewart Memorial Hospital in Lake City.
A memorial service will be held 1:30 p.m. Wednesday at Lampe Funeral Home in Lake City with Rev. Betty Weidert officiating.
Burial will be in the Lake City Cemetery.
Visitation will be one hour prior to the service at the funeral home.
Glenn is survived by his son, Dennis McCuen of Lake City; daughters, Cynthia Walters of Sergeant Bluff, and Sharon Larsen of Lake View; grandchildren, Ryan (Nicole) Larsen, Adam (Jenny) Larsen, Kurt Larsen, Dr. Jacy Clarke and Derek (Julia) Walters; great-grandchildren, Koltin and Kristin Larsen, Evan and Sawyer Larsen, Aidan and Zachary Clarke, and Kyler Walters; and brother, Robert (Donna) McCuen of Carter Lake. He was preceded in death by his parents; brothers, Cecil and Paul McCuen and sister, Helen Daiker.

He owned McCuen Plumbing and Heating; served as Lake City Chief of Police; worked for the Lake City Schools until his retirement; and was a long-time member of the Lake City Fire Department for many years. He was a member of the Lake City V.F.W. Post #1899, and the American Legion Post #31.

Harold M. Bartlett, age 87, of Wall Lake, passed away Saturday at St. Anthony's Regional Hospital in Carroll, IA. Harold Michael Bartlett was born on January 21, 1922, in Vail, IA, to parents George and Sadie (Shupitor) Bartlett. He grew up near Crawford County and attended school at Jackson Country School #9 until the 8th grade. Harold then went to work on the family farm until he enlisted in the Army in 1946. He was stationed in New Foundland and achieved the rank of Corporal before his honorable discharge in 1947. He was a member of the American Legion Chalon Post #262 in Wall Lake.
After returning to the U.S., Harold met Mavis June Lange and they were united in marriage on March 19, 1948, at the Presbyterian Church in Carroll, IA. From this union two children were born, Merlin and Marsha. They belonged to Trinity Presbyterian Church in Wall Lake, where Harold served as an elder. He also was an active member of the Wall Lake Fire Department for 39 years serving as secretary/treasurer for the majority of that time.
Harold farmed in the Wall Lake area until 1959 when he and Mavis moved into Wall Lake. He worked for Sac County in road maintenance until his retirement. Before and after retirement Harold worked part-time at the Lakewood Ballroom as a bartender, also for Pittman Construction helping with snow removal, and Albrecht Feed and Grain driving truck. He liked to spend his free time fishing and playing cards. He also enjoyed joking with family, especially his girls. He will be dearly missed by all those that knew and loved him.
Those left to cherish his memory are his wife of 61 years Mavis, son Merlin (Marlou) Bartlett, Chula Vista, CA; daughter Marsha (Robert) Bornhorst, Wall Lake, IA; grandchildren: Angela (Fred) Richey, Terra Haute, IN, Mark, Michael, and Ashley Bartlett, Chula Vista, CA, Nicky (Tyson) Wessel, Lakemoor, IL, Matt (fiance Jenny Eriksen) Bornhorst, Overland Park, KS; step-grandchildren: Robert Bornhorst Jr. and Scott Bornhorst, New Orleans, LA; four great-grandchildren; brother-in-law Leon Pudenz, Carroll, IA; sister-in-law Lavona Bartlett, Wall Lake, IA; aunt Kurl Krohn, Segoville, TX, numerous nieces, nephews, extended family members, and friends.
Preceded in death by his parents George and Sadie; brothers: Robert, Vyrl, and George; and sister Norma Jean Pudenz.

Sheldon Book, age 84, of Odebolt, passed away December 26, 2009, at Horn Memorial Hospital in Ida Grove, IA.
Sheldon Lavern Book was born on March 29,1925, in Shelby County, IA, to parents Vincent and Helga (Jensen) Book. He was baptized in Avoca Lutheran Church at the age of ten, and was confirmed in the Manning Lutheran Church with Reverend Ansorgy. Sheldon enlisted into the Army in 1949 and served our country for 2 years. Sheldon worked at the Audubon Creamery east of Irwin for 26 years, and also farmed his dad’s farm in Grey, IA for two years. He then moved on to Portland, Oregon and worked for North West Natural Gas Company for 31 years.
In 1950, Sheldon married Velma Breining and to this union one daughter was born, Cynthia Hope. Sheldon was blessed with two grandchildren: Aleta Neher and Corrina Westfall; and one great grandchild Zoe Neher. In 1968, Sheldon married Clara Clark from Nevada. She passed away on Dec. 4,1999. Sheldon then moved to Iowa in 2000 to be near his sister Ruby and brother Lloyd. In February he rented a house in Odebolt from John and Cindy Davis, and in November he moved to Odebolt Nursing and Rehab Center. He was a member of Faith Lutheran Church in Odebolt. His hobbies were going to senior citizens dances, fishing for catfish, playing cards and enjoying pie at Ruby’s house. He will be dearly missed by all those that knew and loved him.
Those left to cherish his memories are two granddaughters: Aleta Neher and Corrina Westfall; one great-grandchild Zoe Neher; two sisters: Ruby Lorenzen of Odebolt and Pearl (Bob) Tasone of Portland, OR; two brothers: Lloyd (Karen) Book of Denison, IA, and Ron (Monica) Book of Marsing, ID; special friend Janis Boock of Battle Creek, IA; and many nieces, nephews, and friends.
Preceded in death by his parents: Helga and Vincent Book; wife Clara; daughter Cynthia Hope Westfall; one brother Virgil; and sisters: Garnet and Opal.

Marian I. Jenkins, age 88, of Sac City, Iowa, passed away on Wednesday, December 23, 2009, at Loring Hospital in Sac City.
Marian Cook was born at home on a farm south of Odebolt, on October 7, 1921, the seventh of twelve children born to Floyd Milton and Carrie Margret (Simon) Cook. She was baptized at St. Martin’s Catholic Church in Odebolt and graduated from Odebolt High School in 1938. During her high school years, Marian was honored with an all state basketball player award.
On May 22, 1941, Marian was united in marriage to George A. Jenkins at Wall Lake. They made their home in Sac City. This union was blessed with four sons: Charles, James, David “Tony”, and Bill. She was employed as a phone operator for four years, worked at Seymour Egg Company for three years, and Nobles Manufacturing in the drill room and welding room for 21 years. She retired in January of 1977. She was a member of St. Mary’s Catholic Church in Sac City, V.F.W. Auxiliary, and Friendship Club.
George and Marian enjoyed fishing and camping, spending weekends at Okoboji, and after retiring, spending the summers in Canada trying to catch the big ones. Marian was an avid Iowa Hawkeyes and Iowa State Cyclones fan, listening to one basketball game on the radio while watching another on television. She was a great cook, known for her homemade rolls, enjoyed playing cards, and knitted slippers for many to enjoy. But more than anything else, she treasured the time with family. Her grandchildren and great-grandchildren held a special place in her heart. Her eyes would light up when she heard the magical words, “Family is Coming!”
Survivors include her three sons: Chuck (Jan) Jenkins of Shell Lake, WI, Jim (Barb) Jenkins of Ida Grove, and Bill (Sue) Jenkins of Brookings, OR; daughter-in-law Rita Jenkins of Sac City; twelve grandchildren; eleven great-grandchildren; and four brothers and sisters: Richard Cook of Wall Lake, Betty (Bill) Blum of Wall Lake, Midge Hawks of Sac City, and John (Velma) Cook of McCook Lake, SD; many nieces and nephews; extended family members; and friends. Marian was preceded in death by her parents; husband George in August of 1985; five brothers: Lawrence, Harry, Roy, Clifford and Robert; two sisters: Florence Biesch and Bernadyne Kelly; and a son Tony Jenkins on May 4, 2009.

Mary Hungate, 53, of Lake View, Iowa, passed away on Sunday, December 20, 2009, at Trinity Regional Medical Center in Fort Dodge, Iowa. Mary was born on March 19, 1956, in Lake City, Iowa, the daughter of Eugene Paul and Louise Estelle (Jacobson) Olberding. She was baptized and confirmed at St. Mary’s in Auburn. She lived in the town of Auburn then moved to Grant City, attending St. Mary’s Catholic School in Auburn and graduating from Lake View-Auburn High School where she competed in the girls State Basketball Tournaments.
Mary and Robert Miller celebrated 25 years together. She was a wonderful dedicated mother to her children; remembering the births of all her grandchildren brought her great joy. A devoted housewife and house-mom, Mary was the best and will be deeply missed. She enjoyed sewing and knitting blankets for her grandchildren, loved to go fishing, and was delighted to be able to attended her daughters wedding.
Survivors include her husband Robert; mother Louise Olberding of Grant City; sons: Chad Hungate and wife Charlena of Grandview, MO, and Jeremy Hungate of Olathe, KS; daughter Sandra DeSart and husband Jeff of Lanesboro, IA; and grandchildren: Cydni Hungate, Cheyenne Hungate, Christopher Larson, Joshua DeSart, and Spencer Hungate. Other survivors include her sisters: Sue (Dick) Lasher of Altoona, Micki (Randy) Kohorst of Okoboji; Sharon (Roger) Menke of Bonaparte, and Gloria (Dave) Jones of Woodstock, GA; many nieces and nephews and extended family.
Mary was preceded in death by her father, Eugene Olberding; brother Michael Olberding; and grandparents.

December 21, 2009 School Board Briefing
Board Directors Shirley Phillips, Dave Sands, Melissa Bellcock, and Marti Huser were present at the beginning of the meeting. Director Brent Wilhelm arrived 51 minutes late at 5:51PM.
The minutes of the November 16, 2009 minutes were approved unanimously.
After discussion of several items, the bills (claims) were approved unanimously.
After discussion, the financial report was approved unanimously.
Elementary Principal Mike Fischer reported that “Wraparound Teams" have been formed to look at and discuss any behavior concerns that any of the team members may have regarding students. Teams, which are set up in three tiers, will meet once a month.
Mr. Fischer reported that Speed Herrig met with the fourth graders and gave a talk about how he achieved his success. This talk was part of a business course the students are participating in entitled, "Youth market Place" in which the students learn leadership skills by attempting to run a successful business.
Superintendant Barb Kruthoff Reported that Middle School Food Drive yielded 400 pounds of canned food for the food pantry and that Duckwalls will be matching that with their own 400 pound donation in January.
Ms. Kruthoff reported that Principal Olhausen, who is fighting cancer, was able to spend a day at the school between treatments, and that he further intends to spend another day at the school after Christmas vacation.
The Reorganization Committee to join Sac and WLVA Districts reported on their marketing activities and asked for the explicit endorsement of both school boards.Every Single School board directors on both the Sac and the WLVA boards said in open meeting that they are FOR Sac and WLVA School consolidation. Sac School Board Director Huser also said that she is FOR consolidation. In spite of repeated attempts to get a straight answer from them, Sac School Board Directors Phillips, Sands, and Bellcock would not give yes or no answers directly about being for or against consolidation, substitutingg phrases such as, "Support the efforts of the committee" or qualifying with, "Yes, but has concerns" and other circular wording. Sac School Board Director Wilhelm was not present during the polling.
Sac School Board President Shirley Phillips improperly arranged for a private contractor to review the status of the Elementary School Roof in October. She was reminded that individual school board members do not have the authority to act on school issues without first bringing it to the school board in open meeting. Though she had this contractor examine the roof in October, she did not discuss this action at the November school board meeting.
Both the Sac and WLVA districts are applying for an accreditation waiver. State code says that in order to be accredited, every school must offer Spanish 3 and Spanish 4 with data to back up the fact that students are taking both classes. East Sac County offers and teaches Spanish 3 for high school credit and offers and teaches Spanish 4 for college credit, which does not meet accreditation standards. (In order to be accredited, the school must offer and teach Spanish 3 and 4 for high school credit only)
Because, taking Spanish 4 for college credit is so popular, Ms. Kruthoff asked that the boards direct her to apply for the waiver. Though it is unlikely that the school will be granted a waiver to continue to offer Spanish 4 as a college credit, there is a loop hole that will allow them to at least offer it for the rest of this year. Next year, Spanish 4 will be a high school credit.
The Sac School Board renewed the agreement with the Sac Community Center for $7,500 for the next six months.
Barb Kruthoff resigned her position as Superintendant effective the end of the 2009-2010 school year. The reason given was that she needs a change of pace.
The date of the next school board meeting has been set for January 11, 2010 at 6PM in Lake View.

Ms. Kruthoff reported that Principal Olhausen, who is fighting cancer, was able to spend a day at the school between treatments, and that he further intends to spend another day at the school after Christmas vacation.
The Reorganization Committee to join Sac and WLVA Districts reported on their marketing activities and asked for the explicit endorsement of both school boards.
Sac School Board President Shirley Phillips improperly arranged for a private contractor to review the status of the Elementary School Roof in October. She was reminded that individual school board members do not have the authority to act on school issues without first bringing it to the school board in open meeting. Though she had this contractor examine the roof in October, she did not discuss this action at the November school board meeting.
Both the Sac and WLVA districts are applying for an accreditation waiver. State code says that in order to be accredited, every school must offer Spanish 3 and Spanish 4 with data to back up the fact that students are taking both classes. East Sac County offers and teaches Spanish 3 for high school credit and offers and teaches Spanish 4 for college credit, which does not meet accreditation standards. (In order to be accredited, the school must offer and teach Spanish 3 and 4 for high school credit only)
Because, taking Spanish 4 for college credit is so popular, Ms. Kruthoff asked that the boards direct her to apply for the waiver. Though it is unlikely that the school will be granted a waiver to continue to offer Spanish 4 as a college credit, there is a loop hole that will allow them to at least offer it for the rest of this year. Next year, Spanish 4 will be a high school credit.
The Sac School Board renewed the agreement with the Sac Community Center for $7,500 for the next six months.
Barb Kruthoff resigned her position as Superintendant effective the end of the 2009-2010 school year. The reason given was that she needs a change of pace.
The date of the next school board meeting has been set for January 11, 2010 at 6PM in Lake View.

Luckow Denied Utility Deposit Forgiveness
Todd Luckow appeared before the Sac City Council on December 14, 2009 to ask for forgiveness of his gas utility deposit at 520 Leonard Street.
According to Mr. Luckow, the deposit that the City asked for and that he paid on December 4, 2009 was $410.00. In his letter to the city, (below) Mr. Luckow seems to suggest that his former tenants kept the heat in the house much higher than when he and his wife occupied the home, leading to the much higher cost of heating, and thus the higher deposit price as he again took responsibility for paying the utilities.
City Administrator Adam Ledford presented the members of the Sac City Council with documentation indicating that Sac City's deposit policy is to charge a deposit equal to the highest month's bill in the previous 12 months. He then produced documentation indicating that this policy is consistent with the policy of other member municipalities from Black Hills Alliance. He also checked with Mid-America and the League of Cities and confirmed that those organizations too either recommend or follow the same policy. In a follow up conversation with Mr. Ledford, he indicated that to go against that policy can lead to a situation that leaves the city legally vulnerable due to the inconsistency between what the working policy is and what is in writing at the state. Because the State allows the city to have a gas utility, they have to have a written policy that matches the City's working policy. This may be enforceable by a fine.
According to Mr. Ledford, In order to qualify for a rebate, the customer has to pay their bills on time for 12 months and show during those twelve months that the highest bill was lower than the deposit. The customer can then submit a letter of request for a rebate.
Councilman Jim Johnston indicated that the City has received several requests asking for forgiveness of the utility deposit. Said Mr. Johnston, "I understand, and I feel for you, but if we start forgiving these, we're going to open up a can of worms..." He went on to say, "...I just don’t think we can bend on it."
Councilman Gary Hansen said, "This will be the first time we've ever done it, if we do."
Councilman Jim Frederick said, "I just wish we could’ve went back to the $250, [that was the highest average for the previous three years,] but if we can't, we can't I guess."
Mayor Barb Bloes pointed out that the wording of the policy indicates that the council could charge less than the full amount, but was answered by Mr. Ledford saying that it was the policy to charge the highest amount from the previous 12 months and that if the City Council wants to charge less, then they will have to change the governing policy that is filed with the state that states explicitly what rules they will follow when charging a deposit.
After the policy discussion, Mr. Luckow took a last stab at getting the deposit forgiven by pointing out that if someone were considering buying his home, they might not do so based on how high the utility deposit is, but to no avail.
The Sac City Council decided to leave the policy in place and charge Mr. Luckow and his wife, the full $410.00.

Passed Away - Jean Stoelting

Born October 16, 1927 - December 17, 2009
Sac City, Iowa
Jean Stoelting, age 82, of Sac City, Iowa, died Thursday, December 17, 2009, at Park View Care Center in Sac City, Iowa.
Born October 16, 1927, on a farm north of Pocahontas, Iowa, Jean Elaine Stoelting was the oldest of six children born to C. Earl and Bernice Eldora (Peterson) Hunter. She grew up on a farm north of Fonda, Iowa, and attended Dover #6 country school until the eighth grade. She graduated from Pocahontas High School where she participated in track and vocal music.
Jean was employed with Hakes in Fonda and later worked at Wigwam Bakery in Sac City. On March 28, 1948, she was united in marriage to Kenneth E. Stoelting of Sac City. The couple was blessed with four children, Elaine, Wayne, Jayne, and Blaine.
Jean was a long-time member of St. Paul Lutheran Church in Sac City. She will be remembered by her many friends and family for her thoughtfulness in sending cards and letters for all occasions.
Survivors include her husband, Kenneth; four children, Elaine (Gary) Weinhold of Claremore, OK, Wayne (Lana) Stoelting of West Fargo, ND, Jayne Stoelting Hunter of Caceras, Spain, and Blaine Stoelting of Sac City; a granddaughter, Sara; a brother, Lyle (Jean) Hunter of Owasso, OK; two sisters, Carol (David) Dunning of Tulsa, OK, and Alice Ricklefs of Pocahontas; as well as many nieces, nephews, and cousins.
She was preceded in death by her parents and two brothers, Charles and Lowell Hunter.
