FIRST LOOK: August 23, 2011 Sac County Solid Waste Agency Meeting

- Approval of the minutes from the July meeting.

- Discussion about specific bills that were added after the packets were mailed out to members
-- Financial statement and fund balances touched on briefly.

- Discussion about the landfill contract on Cell 7C (this is in regards to the photos of the new cell.
-- Specifically discussions about changer orders to the contract.
- Approval of the change orders to the contract for the Cell 7C expansion project. (The new cell) for a total increase of $10,212.37. This still came in roughly $10K less than the next highest bid, and roughly $30K under the engineer’s estimate.

- Approval of pay estimate to the contractor for $76,126.70 for Cell 7C expansion project. This includes the above change order and withholds 5% from the total.

- Approval of certificate of substantial completion for work done on Cell 7C expansion project.

- Discussion about moving well #15 away from the waste cell to conform to DNR rules. This was approved previously.

- Discussion about end of the year bill from the recycling center for $95,858 which is down from $134,000.

- Larry Mahler talks about a pile of waste they are contemplating taking to the landfill. It is 4,000 tons of material that they can use for cover in the cells. A portion of the waste pile will not end up in the landfill.
-- The board approved acceptance of the material from the highway 20 contractor Moyna and to charge $38.00 per ton.

- Mahler asked to change the way that metal is handled. Right now a person collects the metal at no charge. He proposal that was approved was for to leave a roll-off box to put the metal in, for which the contractor, Schau out of Ida Grove, will pay the landfill a percentage of the scrap metal recycling and not charge for the box.

- Approval of propane contract from Star Energy for $1.90 per gallon for 1,500 gallons. (This is higher than was charged in previous years, but is right in line with what is typically being charged this year.

- Discussion about the need for new rock and gravel for construction of a road into the new cell.

- Discussion about adding a new regular item to the agenda entitled “Equipment Repair Update”

- Adjournment.
