Health care reform basics.

County lost grandfathered status due to changes made to plan.

Changes due to health care reform
- Employee will no longer have to co-pay.
- Smoking cessation will be covered.
- Children covered until age 26 even if married.
- All pre-existing conditions have been eliminated.
- Unlimited lifetime dollar max.
- Unlimited benefits.
- Emergency services don’t change.

Cost of changes due to health care reform.
- Rate increase is estimated to be between one and three percent.
- It’s going to hurt younger groups.

The county can rescind the decision that led to this non-grandfathered status.
- County may have to pay premiums in year 2014 even if they are grandfathered.
- Have to decide by early December to rescind or not.
- What effect does preventative care have on the self fund?
- Wellmark can’t do this without a rate impact.
