The Boards of Education of the Sac Community and Wall Lake View Auburn Community School Districts met in regular joint session on Monday, May l7, 2010, at 6:00 P.M. in the East Sac County High School Library at Lake View, Iowa with the following board members present: Sac: Shirley Phillips, Melissa Bellcock, Dave Sands, and Marti Huser. Board member Brent Wilhelm was absent. For WLVA: Chuck Brotherton, Shannon Mahannah, Lisa Drost, and Chris Rodman. Board member Jack DeBourgh was absent. Also present for the meeting were Superintendent Barb Kruthoff, Principals Mike Fischer, Dennis Olhausen, and Kevin Litterer. Others present included the news media and one visitor.
Meeting was called to order by Presidents Brotherton and Phillips.
Item 6.a.1 was added to the agenda for approval of 2010 graduates. Motion by Sands and seconded by Huser to approve the agenda as amended. Motion carried 4-0. WLVA also approved the agenda as amended.
Motion by Sands and seconded by Huser to approve the minutes of meetings held on April 12, 2010, April 14, 2010, April 27, 2010, May 4, 2010, and May 11, 2010, as presented. Motion carried 4-0.
Motion by Sands and seconded by Bellcock to approve the May listing of bills payable totaling $76,373.18 for all funds and authorize the payment of those bills as presented. Motion carried 4-0.
Motion by Huser and seconded by Bellcock to approve the monthly financial reports for the General Operating Fund, Management Fund, Physical Plant & Equipment Fund, Capital Projects Fund, Nutrition Fund, and Student Activity Fund as presented. Motion carried 4-0. WLVA also approved their consent items.
The administrators reviewed their respective monthly reports (copies attached) with the board.
The Sac Board reviewed the attached bid from Fort Dodge Asphalt Company for repair work on the Sac Elementary Parking Lot. This bid was the only one received. Due to the size of the project the board asked to get at least one other bid if possible before committing to the project.
New main entrance doors to the Sac Elementary Building have been installed and all that remains to complete the project is the wiring for the handicap accessibility feature. The Sac Board also discussed painting for the gymnasium and the cafeteria at the elementary site. The only bid received so far was from Carroll Painting and the board would like to receive another bid before proceeding.
The track at the Sac Elementary site also needs some attention. Bruce Peterson is contacting Fischer Track Co. and Midwest Track Co. for bids and options. The board was also informed that 2 new stage curtains for the Middle School Auditorium have been ordered to replace those most worn.
The WLVA Board also discussed several projects for their district.
Motion by Huser and seconded by Sands to approve the attached agreement from the May 7, 2010 negotiations meeting regarding insurance issues for the 2010-2011 master contract. Motion carried 4-0. This agreement provides options for higher deductibles, and a provision for teachers to opt out of the insurance offered and take a $3,000.00 annuity instead. The WLVA board also approved this agreement.
Motion by Huser and seconded by Bellcock to approve early graduation requests for Tanner King, Michael Mogensen, Marcy Steinkamp, Colton Theulen, and Tabitha Vauble. These students will graduate at the end of the first semester of the 2010-2011 school year provided they have successfully completed all the requirements for graduation by that time. Motion carried 4-0. WLVA also approved these early graduation requests with the same requirements.
Motion by Sands and seconded by Huser to approve the attached list of 71 graduates from East Sac County High School for the Class of 2010. Motion carried 4-0. WLVA also approved the list of graduates.
Board Secretaries Kraft and Strain reviewed their respective district’s final audit reports for fiscal 2009 from Burton E Tracy & Company, P.C. Motion by Huser and seconded by Sands to accept and approve the Sac audit for fiscal 2009 as presented and reviewed. Motion carried 4-0. WLVA also approved their fiscal 2009 audit.
Motion by Huser and seconded by Sands to approve the 2 year proposal from Burton E Tracy & Company, P.C. for the fiscal 2010 and fiscal 2011 Sac District audits at a cost of $6,450.00 for 2010 and $6,650.00 for 2011. Motion carried 4-0.
The 2010-2011 Student/Parent Handbook was presented for final approval. The middle school changes would make students academically ineligible for ailing one class instead of the current policy of ailing two classes to be academically ineligible. The high school changes were to work turned in late, building leadership team, suspensions, and Saturday school along with the discipline code. After discussion with the boards, it was agreed that level one violations at all three school levels under this policy would allow for up to 180 minutes of detention time. Motion by Sands and seconded by Huser to approve the handbook with changes as presented and discussed. Motion carried 4-0. WLVA also approve the handbook with the same changes.
The 2010-2011 Staff Handbook was presented for approval. The only change made by the boards was to add the Sac City, Lake View, and Wall Lake Police Departments to the list of Level II investigators in addition to the Sac County Sheriffs Department listed at the top of page 3, second sentence. Motion by Bellcock and seconded by Sands to approve the Staff Handbook as amended. Motion carried 4-0. WLVA also approved the handbook as changed.
Motion by Bellcock and seconded by Huser to approve the attached listing of East Sac County School Fees for 2010-2011. The only changes were to increase driver education by $10.00 to $270.00 and decrease begindergarden monthly fees to $40.00. Motion carried 4-0. WLVA also approved the same fee schedule for 2010-2011.
Motion by Bellcock and seconded by Huser to approve the attached listing of Sac coaching schedule B contracts for 2010-2011 as presented. Motion carried 4-0. WLVA also approve the list of their schedule B contracts for 2010-2011 as presented.
Motion by Huser and seconded by Sands to approve the attached listing for Sac 2010-2011 Support Staff Contracts as presented. The support staff received the same 3.5% increase in salary/benefits as the certified teaching staff. Motion carried 4-0. WLVA also approved their 2010-2011 support staff contracts as presented.
The WLVA Board accepted the resignations of Dan Julin as JV Football Coach and Amy Underberg as Associate.
Motion by Bellcock and seconded by Huser to approve 2010-2011 Sac contracts for Keri Eichhorn as High School Special Education instructor @ $32,839.00, Sarah Voyles as Middle School At-Risk Instructor @ $26,155.00, and Kellie Isaacs as Middle School Language Arts instructor @ $23,290.00. Motion carried 4-0.
The WLVA board approved WLVA contracts for 2010-2011 with Melissa Meister as High School Science instructor @ $27,375.00, Sara Carlson as High School English instructor @ $34,350.00, and Amanda Miller as Middle School Guidance Counselor @ $34,688.00.
The boards discussed meeting dates for the June board meeting but did not decide on a final date. It will be a joint session at Sac City with the date to be set later.
Motion by Huser and seconded by Bellcock to adjourn. Motion carried. Meeting adjourned at 8:45 P.M.
