I think it is fairly obvious that the Mayor of Sac City...

...based on the leading questions she asks of those who appear before the council, is conducting the deliberative portion of the Sac City Council meetings in secret at some time other than during the scheduled city council meeting.

Watch the video of the August 8, 2011 exchange between the Mayor and Director of Kid's World Mollie Scott. Is that conversation rehearsed? It certainly seems to be.

Note that every single member of the council seems to be either going along with it, or is in the dark that it is happening.

I think this council needs a clean sweep in this fall's election, if for nothing else than so that the harmful under the table discussions that must be taking place stop for a few months while the councilors and mayor are still green and idealistic enough to not skirt open meeting law.
