SAC CITY, IOWA – NOVEMBER 23, 2010
1. Call to order.
2. Approval of agenda.
3. Approval of the October 2010, minutes.
4. Approval of the financial report and bills.
- Secretary directed to begin providing an itemized bill RE: Howard Center
5. The new cells sit lower than the other cells.
6. It will have a membrane liner instead of a clay liner.
7. The membrane will go all the way over the side/slope of the existing cells because the liner underneath the existing cells is no longer approved, (trash will be piled on top of old cells.)
- The membrane is textured and will be covered with sand, which will them be covered with corn stalks to keep the sand from washing off.
- Laying the cornstalks will be handled as a separate contract.
- Sand will be laid by September first.
8. There will be two more cells ready to develop for the future.
9. If the fill rate doesn’t change, the landfill will get three years out of the new cell.
10. Manager asks for permission to proceed with the full slope abutment against old cell.
- approved on motion.
11. As part of the construction they will need a storm water permit #2. (They currently have a #1 permit)
- Chairman given the authority to review and approve the plan.
12. All landfills are required to apply for an air quality permit.
- Chairman given the authority to apply before the end of the year.
13. Water quality report will be reviewed in January.
14. Sac County Landfill Equipment report
15. Recycling education.
- The landfill board authorizes offering local teacher’s education in recycling.
-- This counts towards credits.
-- It’s a tow part class.
-- will pay for the classes for the teachers that wish to participate.
-- $500.00 limit (10 teachers)
16. Chairman reviews his November 22, 2010 visit with the Sac City Council for the board.
17. Manager (Ivan Dressler) hands out calendars and pens.
18. Budget work session set.
19. Adjournment.
