August 3, 2010 Early City Council Meeting

Call to Order

1. Consent agenda approved without comment
CLAIMS
2. The city council heard from Rod Bettin who appeared to claim hardship in fixing up his building located at 108 East 2nd street in Early Iowa. The council asked Bettin to seal the building to keep the animals and children out. Bettin said he would seal the building up on August 4, 2010. This was acceptable to the council.
3. Gari Willoughby, a representative of and Early, Iowa tavern named Willoughbys appeared before the council to talk about the dispute in which they are undergoing with a resident who live adjacent to the property. Willoughby claims that there is nothing that can be done about the noise because Iowa law requires that patrons are required to go outside to smoke. Willoughby suggested that she may end up filing harassment charges against the resident.
The council did not have any immediate suggestions for Willoughby but did seem to sympathize with her. The council took no immediate action but did seem to come to consensuses that the resident should be spoken with by a representatives of the council, perhaps going as far as to send and official letter.
4. The city council heard good news from the engineering firm Kuehl & Payer regarding the engineering soundness of the future site of the Early water tower. The site is sound and the city can proceed.
The council was also updated on the possible cost of pipe replacement which would add an extra $0.50 per month for each Early, Iowa water customer.
In a matter related to the pipe replacement issue, the council was informed that the city is losing an estimated 40% of the water that is pumped, (Vs. sold,) due to old pipes and bad water meters.
There is no new news regarding the application process for the community development block grant.
The council made no motions regarding any of the information.
5. The city superintendent reported that the nuisance tree at 401 Walnut street can be dropped for $500.00 and that the resident will take care of the clean-up. The council took no action on this item.
6. The city clerk reported that the city has received their portion of the IJOBS money and is right on track for repairing streets. It was reported that there is a pothole by the Crossroads Restaurant.
The financial statement was presented but was not discussed.
7. Nuisance property at 108 west 3rd. After some discussion regarding the city’s responsibility should they choose to condemn the property, they directed the City Superintendent of Public Works to continue to mow the property.
8. The mayor asked about the nuisance property at 206 1st street, but was informed by the city clerk that no new action was taken.
9. Concern was expressed regarding the burgeoning nature of the water tower project… particularly the number of water lines that it now seems evident the city will have to replace.
10. The council discussed how not having a school in town is negatively affecting the community’s image.
11. The Early City Council discussed efforts to break the contract with the Howard Center. It was suggested during the meeting that Early build its own recycling center.
12. At the July meeting the council discussed purchasing for the Early Fire Department some items, possibly jackets or a giant television, as a show of appreciation for their efforts during the 2009-2010 winter storm events. The fire department has suggested that they would prefer a light spring jacket.
13. The mayor expressed to the council that they would like as many members of the council to attend the August 12, 2010 library board meeting to help support the board in their efforts to combat the overpowering personality of the librarian.
