Sac County Landfill Commission begins process of discontinuing recycling contract with Howard Center




SAC CITY, IOWA – JUNE 30, 2010

Termination of contract
At the June 28, 2010 Sac City Council meeting, Councilperson Nick Frohardt, who sits on the Sac County Landfill Commission as the Sac City Council's liaison informed the rest of the council that the commission voted to "...have an attorney send the Howard Activity Center a letter that they are gonna cease operations with them on recyclables."

According to Frohardt, there the current contract calls for a three year notification.

Cost
Frohardt reported that last year the commission paid the Howard Activity Center a little over $170,000 to recycle 800 tons of materials or $212.50 per ton. Other communities were consulted informally, and apparently Carroll indicated that they would take care of the Sac County recycling needs for $20.00 per ton or $16,000 per year. At roughly $193.00 less per ton, this would save Sac County towns in the neighborhood of $155,000.00 per year.

The Landfill Commission would be responsible for the cost of transporting the material, but Frohardt did not speculate as to what that figure may be.

Frohardt noted that termination of the contract is just a possibility and that perhaps something can be worked out with the Howard Center.

According to Councilperson Gary Hansen, The Howard Center was unable to raise enough money to construct the building used for recycling, making it necessary for the Sac County Landfill Commission to assist The Howard Center financially with that project. According to Frohardt, the commission has not recovered that money.

Councilperson Jim Johnston also pointed out that nobody has looked over the original contract to see if discontinuing can recovery was done legally.

Frohardt acknowledged that there are several issues the Sac County Landfill Commission will be looking into related to the Howard Center contract.
