The Sac County Board of Supervisors met in regular session with all members present, Dean Stock, Chairman, presiding. The minutes of the last meeting were approved as submitted.
It was moved by Hecht and seconded by Bensley to approve the agenda as posted. Ayes all, motion carried.
At 10:00 am, as advertised, the Board took up the canvass of the special school consolidation election and offer the following results: On the question of allowing the Sac Community School district and the Wall Lake View Auburn Community School district to reorganize pursuant to Chapter 275 of the Iowa Code to form the East Sac County Community School district effective July 1, 2011, in the Sac School district there were 388 Yes votes and 162 No votes; in the Wall Lake View Auburn School district there were 495 Yes votes and 109 No votes.
With both districts approving the measure by simple majority, the Board declared the public measure adopted.
It was moved by Bensley and seconded by Hecht to approve application submitted by Sac County Golf and Country Club for liquor license renewal. Ayes all, motion carried.
Ivan Droesler, Brian Blume and Greg Villages with Kuehl and Payer, and the Board of Supervisors joined the Pocahontas County Board of Supervisors to discuss a proposal by Kuehl and Payer to update the drainage maps of DD 181 to the GIS records system.
It was moved by Hecht and seconded by Bensley to approve the proposal to adopt the mapping update procedure for DD 181. Ayes all, motion carried.
The Engineer’s report of annexation in DD 73 was presented to the Board for consideration. 195.59 acres of crop ground and 4.56 acres of road right of way were identified as lands to be annexed.
It was moved by Bensley and seconded by Hecht to tentatively accept the Engineer’s report of annexation for DD 73 and to set the public hearing for final approval for April 6, 2010, at 10:30 am. Ayes all, motion carried.
The engineers and the Board reviewed the Engineer’s report and specification summary for the bidding process. It was moved by Hecht and seconded by Bensley to accept the Engineer’s report on repairs to DD 73 and set the bid letting date for March 16, 2010 at 10:30 am. Ayes all, motion carried.
It was moved by Hecht and seconded by Bensley to direct Kuehl and Payer to proceed with developing more accurate mapping of certain drainage districts with open ditches using the company’s ArcGIS software package at an average cost of less than 15 cents per acre for a 1,000 acre watershed. Ayes all, motion carried.
The County Engineer updated the Board on activities of the county road crews and the status of current maintenance and construction projects.
The Board and the County Attorney and the Engineer discussed billing procedures for driveway construction and repairs.
With there being no further business, on motion, the meeting was adjourned.
