LAKE VIEW, IOWA - MAY 16, 2011
The May 16, 2011 Lake View City Council was called to order with Toni Foval- North absent.
Nobody spoke at the public forum, and the council approved the consent agenda, which included the following:
1. Amending and approving the tentative agenda included an executive session
2. Approval of minutes from the May 2, 2011 meeting
3. Approval of building permit applications
4. Approval of liquor licenses
5. Approval of beer permits
6. Approval of the financial report for April 2011
7. Approval of and authorizing payment of bills

The council held a public hearing on the proposed re-zoning of the Rardin salvage yard. The planning and zoning commission recommended that the salvage yard be re-zoned from industrial to commercial.
According to city administrator Scott Peterson, Doug Baumhover, a neighbor of Rardin’s with commercial interests, (he owns the storage sheds,) communicated to the Lake View City Administrator Scott Peterson that he is in favor of the rezoning.

The ordinance amending Lake View’s actual zoning map will take place at an as yet unspecified future meeting.
The council amended the fiscal year 2010 - 2011 budget to account for unbudgeted spending for the two ice storms, the transfer of FEMA funds, and the Blackhawk Lake Trail.

The council approved the first reading of, and waived the second and third reading of the following ordinance amending provisions pertaining to water meters:

As soon as ordinance 432 is published, it will become law. Violation of the code will be a municipal infraction which could mean a maximum of a $500 fine.

Karen McCray has resigned form the Lake View library due to health reasons. The council will send her a letter of thanks signed by the mayor. The council appointed Linda Kraft in her place for a term that will expire on June 30 2015.
Lake View’s annual sip and sample event will be held on Saturday, June 4, 2011 from 4:00 PM to 7:00 PM on Main Street in Lake View, Iowa. The council approved the use of 12 of the city’s picnic tables and the use of city staff to transport them. The council also approved the closing of the following streets: 3rdStreet from Main to High who; 4th Street from Vine to High; and Main Street from 3rd to 5th.
According to the city administrator it is a National Highway Administration regulation that any employee working within the right of way along a highway for which the municipality receives federal aid is required to wear high visibility clothing that is compliant with Federal standards.
Highway 71 through Lake View is a highway that receives Federal aid.
In order to avoid confusion about when the high visibility clothing is to be worn the council accepted a proposal from the city administrator that would make it a city policy for the employees in the public works, electric, and parks departments to wear high visibility clothing at all times.
According to the city administrator, each employee will receive:
3 tee shirts
1 vast
3 sweatshirts
1 raincoat
1 winter coat
The cost to clothe each full time employee is around $350. According to the city administrator the public works department will need all of the items listed but the electric department already uses high visibility vests, and will not need everything listed. The city administrator also noted that each summer employee will get two tee shirts. Ted Richardson and Kevin Hospelhorn will get one sweatshirt each.

In addition to the items in the report, the council was informed that the city employees, who are attending former Lake View Mayor Bob Schmidt’s funeral, will be using their leave to do so.
Related to this sad news, Lake View Foods has requested that the council consider erecting a plaque in Schmidt’s honor near the grocery store. The council took no further action.
At 7:52 PM the council entered into a closed session per Iowa code 21.5c. 2 minutes later at 7:54 PM the council re-entered into open session, and adjourned.
