Odebolt City Council decides to go through the bidding process for Sewage Lagoon project




ODEBOLT, IOWA - JULY 6, 2010

Because of the sheer number of area city councils who decided to meet on July 6 due to the holiday, the Odebolt City Council got the short end of the stick equipment wise. I apologize for the extremely low quality of the video.



1. Financing is the key.
- If it was in place, they could go to bid in a couple of weeks.
2. Rural Development Financing. (RD)
- Iowa’s applications are due on July 7, 2010 (next day after this meeting.)
--Odebolt isn’t even in line for it.
- Can’t tell what combination of funding the city will be eligible for.
- It’s “iffy” the Odebolt will get it this year.
- Odebolt median income is under the poverty level.
-- This is a determining factor in getting a grant from RD.
- The lagoon has some violations which could lead to the city being under order to fix the lagoon.
-- If the city is under orders,(it’s not at this time) it could lead to a lower interest rate for RD funding.
3. The city council does not have to make a decision immediately.
- The city is not under orders, even though it’s starting to get violations, so they could get the plans together and proceed with further action next year when they know more.
4. Conversation about the pros and cons of being proactive vs. letting it go as far possibly un-incorporating.
- They are NOT talking about in-incorporating, it is a hypothetical conversation.
5. Council decides to go through the bidding process.
- The council isn’t obligated take bids, but if they can get a price of under 2 million, they really like that.
6. Is there a way to get funding to replace the sewer lines to battle the infiltration?
- yes
-- It’s not entirely possible to get rid of INI.
