Odebolt City Council Wades into Waste Water Issue



ODEBOLT, IOWA – JANUARY 3, 2010

Neil Kuehl of Kuehl and Payer Engineering appeared before the Odebolt City Council to assist them in taking the next step in improvement of their waste water treatment plant. According to Neil, the engineering firm is ready to go to bid. Mr. Kuehl told the council that the construction permit has not been written yet, but that it is in the “throes” of being reviewed and he feels confident that either the permit, or else comments will be available pretty soon.


The flood plain permit cleared with a finding of no significant impact (FONSI). The FONSI has to be published and on file for 30 days. That 30 days ends on January 20, so Mr. Kuehl suggested that the project could go to bid. He made it clear to the council that they haven’t actually committed to doing anything until the bid is awarded. According to Kuehl, January is the time of year when contractors are starting to get their work lined up for the year and that makes right now a particularly good time to take this project to bid. He was also confident that the size of the project will attract a lot of bidders.


As the city goes to bid, Kuehl said that his form will send out letters to the contractors that they are aware of that do this kind of work so that they are aware of the project. He said they will also send out notices to plan holding companies and material supply companies that maintain their own lists of contractors so that notification of this will be maximized.


As Kuehl introduced and asked after the topic of land acquisition, Mayor Rex shared that there may have been some confusion about the time period in which the landowners would receive payment for their land. In an effort to expedite those payments, the city is looking into a Region XII Council of Governments $500K grant for which they qualify to see if it could be used for that purpose. As of January 3, 2011 it is not known if that will be possible.

On motion, the council unanimously decided to just borrow the money to pay the landowner.


The mayor was directed to contact the banks and find out what rates the city can get. Depending on what he finds out, he may call a special meeting to discuss it further.


The city’s bond attorney will prepare the wording of the motions that the city needs to approve to put the bidding process into motion. Kuehl explained how receiving and awarding the bid will commence. Following is the public notice that is explained in the video that follows it.
