VIDEO Sac City Council table discussion about Catherine Hobbs sewer and water bill pending testimony

of water and gas employees

SAC CITY, IOWA – MAY 24, 2010

1. Catherine claims that the water department left the connection for the washer on when they came in to

turn on the water.
2. There were 18,000 gallons of water in the basement.
3. She didn’t know you could go to the council with this problem.
4. Had it not been left on when they tested the lines, there would not be water in the basement.
5. When the water department employees arrived at the home, they hooked up the meter, filled up the

water heater and lit the water heater after it was filled.
6. Water department employees discovered a faucet outside that was running and turned it off.
7. According to the employees, the water meter was not showing use at the time that they left.
8. According to Catherine, the leak in the sink was just a drip.
9. Catherine’s theory is that the valve for the washer had an ice plug in it which melted and let the flow

start.
10. Jim Johnston claims that it is not possible for there to have been an ice plug.

11. “Seems to be a case of he said, she said.”
- Nich Frohardt claims that it is not likely those employees would make that kind of mistake.
- According to Catherine, it was the gas and water employees who suggested that an ice plug might be

the cause.
12. Jim Johnston and Nick Frohardt again claim that there is no chance that with the meter off an ice plug

could have formed.
13. “The house was locked. Nobody broke in to turn on a water faucet.”
14. The issue is tabled until next council meet.
- Council to summon gas and water employees before them.
