Minutes of the October 4, 2011 Sac County Supervisors Meeting

The Sac County Board of Supervisors met in regular session with all members present, Jack Bensley, Chairman, presiding.

The minutes of the last meeting were approved as submitted.

It was moved by Stock and seconded by Hecht to approve the agenda as posted. Ayes all, motion carried.

It was moved by Stock and seconded by Hecht to approve the Sheriff’s quarterly report for the quarter ending September 30, 2011. Ayes all, motion carried.

It was moved by Hecht and seconded by Stock to recertify the nine voting precincts in Sac County with boundary adjustments according to the revised Supervisor district boundaries. Ayes all, motion carried.

Sarah Kent, a property owner from the Auburn area, addressed the Board concerning easements for utility lines on county right of way and on private property. No action was taken.

It was moved by Hecht and seconded by Stock to approve the claims as listed on the claims register in the Auditor’s office. Ayes all, motion carried.

At 10:30 AM, as advertised, the Chairman opened the public hearing to consider changes to the zoning ordinances. Sherrie Wilson, Sac County Planning and Zoning officer, explained the proposed changes as renaming a strip of land along the highway 20 corridor in Sections 7 and 8, Cedar Twp, and 11 and 12, Jackson Twp, from agricultural to Interchange Service Area and renaming the Business District area to Commercial District. There were no verbal or written comments to support or oppose the proposal.

It was moved by Stock and seconded by Hecht to close the public hearing. Ayes all, motion carried.

It was moved by Hecht and seconded by Stock to approve the changes to the zoning ordinances as proposed. Ayes Hecht, Stock and Bensley; nays none, motion carried.

The County Engineer updated the Board on activities of the county road crews, the status of current maintenance and construction projects and construction on Highway 20 as it pertains to secondary roads.

It was moved by Stock and seconded by Hecht to approve the payment policy for right of way acquisition in 2011. Ayes all, motion carried. A copy of the policy is on file in the County Engineer’s office.

At 11:00 AM, the Chairman continued the public hearing to vacate parts of Quincy Avenue. The County Engineer informed the Board that any road designated as a “Level C” road shall be gated and signed to restrict traffic. After reviewing the proposals from the September 29 pubic hearing, it was moved by Hecht and seconded by Stock to close the public hearing. Ayes all, motion carried.

It was moved by Stock and seconded by Hecht to adopt Resolution number 11-1004 vacating approximately 322 feet of Quincy Avenue lying within the right of way of the new highway 20 in the NW ¼ of Section 3 and the NE ¼ of Section 4, Jackson Township. Ayes Hecht, Stock and Bensley, nays none, motion carried.

With there being no further business, on motion, the meeting was adjourned.
