January 25, 2011 Sac County Solid Waste Agency Meeting


SAC CITY, IOWA – JANUARY 25, 2011

1. Call to order.
2. The maps to which Dean refers are copyrighted and not able to be published.
3. Approval of minutes of the November 2010 minutes.
4. Approval of December 2010 and January 2011 bills,
- Discussion about item 1376, January, 2011.

5. Discussion about replacement of structure outside of the Howard Center to take recycling for a cost of roughly $2,500. The sac County Solid Waste Agency will be billed.


6. Approval of development plans for cell 7C
- 240 feet long;
- 30 feet high;
- One foot of sand and two feet of cornstalks will be placed on the side slopes.
-- It will be the contractor’s responsibility to get and maintain the cornstalks.
- Will cost about $275K to construct.
-- May cost less.
- Plans approved.

7. Larry Mahler – Landfill Update.
- Batteries on the compactor went dead.
- Pay loader is running fine.



8. Approval of the preliminary budget proposal.

-- Discussion about raising the tipping fees.

-- Discussion about raising pay of employees 2%.
-- Motion to raise tipping fee from $36 to $38 and approve changes to the expense side of the budget.
-- Budget hearing set for February 28, 2011 at 7:00PM at the Sac County Law Enforcement Center.


9. Water quality report.
- Well #12 testing high for Barium.
-- Barium occurs naturally in the soil, but if the level is high enough it will be flagged. This can lead to increased testing for additional items in the soil, costing the agency more money.


10. Possibility floated for building a transfer center for recycling at the landfill.
11. Adjournment.
