Early City Council discusses water improvement project funding



EARLY, IOWA – SEPTEMBER 7, 2010

- Engineer (Eric Deeder of Kuhel & Payer) usually figures $25 / foot for a 6 inch water line.
-- With about 500 feet needing to be done, it will cost about $12,500.
--- This price is in addition to the current estimate.
--During the last discussion the engineer thought it would require 1000 feet of new water line, but it has since been determined that a lot of that is already in place.

- The site of an old gas station located on 71 might affect the alignment of the line and possibly the material of which the line is made, depending on the Iowa Department of Natural Resources findings regarding the site of an old tank at the site.
-- The tank has been removed.
-- the problem is that the current pipe material, PVC can be broken down by the petroleum still suspended in the ground, and cast iron might have to be used.
-- The pipe could be run on the other side of the street, which, according to the engineer, wouldn’t be much of a problem and would hopefully get the pipe out of the old tank site’s area of effect.
--- When fuel tanks leak they tend to “plume” in one direction. It is hoped that the plume in question is going to the east so that the line can be simply put in away from th3e direction of the plume.
- It is the opinion of the engineer that this would be a worthy project to undertake because it would increase the flow from the water plant by replacing 4 inch line with 6 inch line.

- Ideally the lines and the water tower would go up simultaneously.



At this Point the Early City Council made a number of financial decisions.
1. To proceed with and SRF loan as a revenue debt instead of as a general obligation bond. This was done so that specific people who are benefitting from the water improvement project pay for it.
2. The council voted to increase the water rates accordingly. According to the city clerk, who had apparently done the math, her households rates would go up by $35.00. It was suggested that the rates be raise gradually over the course of several months or more to allow customers to adjust their budgets and get used to the higher rates, but no action was taken regarding this suggestion.
3. The council opted to draw $75,000 out of the water reserve fund as part of the financial formula to help pay for the water improvement project.
