Minutes of the March 16, 2010 Sac County Supervisors board meeting

The Sac County Board of Supervisors met in regular session with all members present, Dean Stock, Chairman, presiding. The minutes of the last meeting were approved as submitted.

It was moved by Bensley and seconded by Hecht to approve the agenda as posted. Ayes all, motion carried.

Shannon Mahannah and Jayne Wilhelm with New Opportunities presented a review of the Big Brothers, Big Sisters program in Sac County, stating that they are currently serving 68 youths in the program and have identified 20 additional matches. They thanked the Board of Supervisors for their continued support of all the New Opportunities projects and programs.

At 10:30, Brian Blomme with Kuehl and Payer and the Board opened the bids for cleanout on DD 73 as follows: OK Construction from Schleswig - $97,480.50; Joy Dirt from Cushing - $121,573.01; King Construction from Wall Lake - $153,273.00; Carnarvon Sand and Gravel from Wall Lake - $99,805.10; L A Carlson from Merrill, Iowa - $118,084.10; Ruetzell Excavation from Burt, Iowa - $115,690.40.

It was moved by Hecht and seconded by Bensley to take the bids under consideration and award the contract at a later date. Ayes all, motion carried.

It was moved by Bensley and seconded by Hecht to approve the claims as listed on the claims register in the Auditor’s office. Ayes all, motion carried.

It was moved by Hecht and seconded by Bensley to approve the drainage claims as submitted. Ayes all, motion carried.

Deanne Dentlinger and Larry Cos with Well Mark, Blue Cross and Blue Shield presented employee health care coverage renewal and rates for 2010/11. Renewal of the current plan calls for an 18.08% increase. No action was taken at this time.

The County Engineer updated the Board on activities of the county road crews and the status of current maintenance and construction projects.

The Board and the Engineer reviewed the following bids for 2010 pavement markings: Vogel Traffic Services - $38,999.33; Kam Line Highway Markings - $41,630.23; Dakota Traffic Services - $41,752.43; Iowa Plains Signing Inc - $47,344.50. It was moved by Bensley and seconded by Hecht to accept the low bid of $38,999.33 submitted by Vogel Traffic Services. Ayes all, motion carried.

It was moved by Hecht and seconded by Bensley to adopt Resolution 10-0316 placing certain weight restrictions on County Road M 50 from US Hwy 20 to Hwy 175 for a period of 45 days beginning March 23, 2010. Ayes Bensley, Hecht and Stock; nays none, motion carried.

It was moved by Hecht and seconded by Bensley to approve and sign plans for bridge replacement on County D15 (Project Number BRS-CO81(58)—60-81) with 80% of the funding from Federal Bridge Replacement funds and 20% from Farm to Market Funds. Ayes all, motion carried.

The Board discussed a map showing changes the Iowa DOT is requesting in the Federal Functional Classification and National Highway System which would take effect when new Highway 20 is completed.

With there being no further business, on motion the meeting was adjourned.
