Minutes of the April 5, 2011 Early City Council Meeting


A regular meeting of the City Council of the City of Early, Iowa was held on the 4th day of April, 2011.
The meeting began with the Pledge of Allegiance.
Mayor Richard Snyder called the meeting to orderat 7:00 p.m. with roll call as follows: Present: Nick Schumacher, Vince Davis, William Cougill, Jeff DeHaan and Mary Ann Brinkman. Absent: none.

A motion was made by Councilor Schumacher and seconded by Councilor Brinkman to approve the consent agenda including; agenda, minutes, bills for payment and fireman Josh Kephart to replace Dave Ness. Ayes: Schumacher, Cougill, Davis, DeHaan and Brinkman. Nays: None Absent: None.

Neal Kuehl and Eric Deters of Kuehl and Payer discussed with the council the upcoming Water Tower Project.

The Environmental report has been completed and the DNR has approved the construction permit. Mr. Kuehl requested that the bids be sent out April 5th, 2011 and opened April 28th, 2011 at 3:00 pm at the City Hall, Early, Iowa and the public hearing to be set for the 3rd day of May at 7:00 pm at City Hall, Early, IA. RESOLUTION 11-05. To provide for a notice of hearing on proposed plans, specifications, form of contract and estimate of cost for the Water System Improvements Project Offered by Councilor Davis and seconded by Councilor Brinkman On roll call vote, Ayes: Brinkman, Davis, Cougill,
DeHaan and Schumacher. Nays: none. Absent: None. Whereupon the Mayor declared said resolution duly adopted.

Elaine Gerdes addressed the Council and request that they do something about the dogs in the park. The owners are not cleaning up after their own dogs and it has created a mess. Elaine has volunteered to clean the park and the council thanked her for her willingness to serve the community in that way. Councilor Cougill suggested that the City Clerk put notice on the cable and in the newsletter that dogs are to be cleaned up after by the owners immediately. A motion was made by Councilor Cougill and seconded by Councilor Davis that a “No Dogs Allowed” sign be posted in all the parks. Ayes: Schumacher, Cougill, Davis, DeHaan and Brinkman. Nays: None Absent: None.

A motion was made by Councilor DeHaan and seconded by Councilor Davis to waive the May Garbage and Recycling Charges for 209 Oak St. due to the fact that the water is only used once a year and that no one has lived in the house for 10 years. Ayes: DeHaan, Brinkman, Davis, Schumacher and Cougill. Nays: None Absent: None.

A motion was made by Councilor Davis and seconded by Councilor Schumacher to waive 5000 gallons in Sewer charges for 115 Cross Street due to the fact that the leak did not go in the sewer system. Ayes: Schumacher, Cougill, Davis, DeHaan and Brinkman. Nays: None Absent: None.

A motion was made by Councilor Davis and seconded by Councilor Schumacher to set public hearing notice for annexation of the property located north of town on May 3rd at 7:00 pm. Ayes: Davis, DeHaan, Cougill, Schumacher and Brinkman. Nays: None Absent: None.

A motion was made by Councilor Cougill and seconded by Councilor Davis to set a public hearing for the proposed fiscal year 2010-2011
budget amendments. Ayes: DeHaan, Brinkman, Davis, Schumacher and Cougill. Nays: None Absent: None.

City Council discussed the noise ordinance, and the new Municipal Building roof.

Reports were given by the Mayor, City Clerk/ Treasurer, Supt.DPW and the written report from the Sac County Sheriff’s Department was available for the council to review.

A motion was made by Councilor Brinkman and seconded by Councilor Davis to adjourn. The meeting was adjourned at 8:30 PM on voice vote.
