Odebolt City Council violates Iowa law by starting meeting before posted start time


ODEBOLT, IOWA – JANUARY 3, 2011

I arrived at the Odebolt City Council meeting at 7:29PM according to my cell phone. The only visible clock in the room read 2:48 and I observed in the course of the meeting that the clock was non-functioning and surmise that they must have therefore started the meeting based on somebody's cell phone or personal watch.

The following highlighted section is how far they made it into the agenda before the posted start time.

As I walked into the Odebolt City Council Meeting, the Sac County Sheriff was addressing the council’s questions about minors in the Moret’s Time Out Sports Bar & Grill. They approved a Class “C” liquor License with outdoor License and Sunday sales for the Time Out Bar before I was able to turn the camera on. the vote to approve the license was approved at exactly 7:30PM according to my cell phone clock.

  1. shakes head........and they were starting the business off with a PUBLIC HEARING! What better way to get less input than to start before the public is there. Stay on them

  2. All I can say anyones clock could be a couple minutes off. You could have been there earlier so you could record their conversations before the meeting started. It probably went something like this. Hey the camera guy isn't here yet lets start with out him:)

  3. It probably went more something like this. "Hey, let's break the law and start early so we can get home to watch the football game."

  4. ... and for the record, I catch them deliberating issues as early as a half hour before start time regularly, but this is the first time I've actually witnessed them getting through half of the agenda (including the decision to spend $100K+) before the designated start time.

    They should list the start time on their agendas as 7:00PM, the time they are typically on hand and beginning the discussion.

    It's not up to the public or press to try to guess how early they should show up, It's up to the city to not break the law and publish an accurate agenda and then follow it.
