Early City Council members discuss the library troubles in the context of FY 10-11 budget review
EARLY, IOWA – MAY 4, 2010
These are not necessarily quotes.
1. Everything is pretty much on track.
2. Who does the perpetual care at the cemetery?
- The perpetual care has to sit in investments and is not touched at all by law.
- If there is interest, it goes back into the cemetery fund.
- Right now, they are putting in 9.19% of the general fund into the
cemetery.
3. The cemetery board had their annual meeting in March.
- They chose to trim up trees and to gravel, which comes out of the cemetery fund.
4. Has there been a change on the library board?
- Appointment of board will be on the agenda next month.
5. Have we started our due process?
- No, that has to be done by the new library board.
- The board will receive guidance about the steps they have to take from the Northwestern league of Libraries.
6. For instance, the $1,500that the council approved for the library earlier in the evening. Did that go though the right channels?
- No. Their bills are supposed to be given to the clerk to have the city council approve, but the clerk claims that she doesn’t get those.
7. Are we keeping records of this?
- There are records being kept now.
8. I need one more person from the city to be on the library board.
- Councilperson claims that every person he has talked to is apprehensive about joining the board and having to remove the librarian as their first act.
- Clerk confirms that there is no recourse other than assigning a new library board.
- The library board was not appointed correctly, so it almost needs a “restart” in order to move forward.
- there doesn’t seem to be any other way to remove the librarian except via the library board. If the library board is not legal, than a new board has to be legally appointed.
- In the last three months, there was a library board resignation, and a new member was installed without the approval of the council.

10. Continuing discussion about the search for new library board members.
11. A lot of people are going to Storm Lake and Sac to use the library.
