Garbage rates to increase as county drops lawsuit

SAC CITY COUNCIL – MARCH 8, 2010

Unlike former Sac City Councilperson Gary Hansen, a person the city council is rumored to be considering for re-appointment to the council in Brian Muska’s vacated seat, Councilperson Nich Frohardt reported on the recent actions of the county landfill commission.

The Sac County Landfill has been wrestling with IDNR over the rules for keeping water from reaching the inside of the large hills in which the garbage is buried. In 2007 it was established that the mounds had to be sealed under 4 feet of clay at a 45 degree angle. Unfortunately because of one single reported instance of that system failing in a landfill near Des Moines, the Department of Natural Resources have now changed the rules and are requiring that the hills be sealed under a giant and expensive plastic sheet.

Councilperson Frohardt reported to the council that the county landfill, which was participating in a lawsuit against the DNR to stop this requirement, is dropping out of the lawsuit because it is becoming more expensive to pursue, than it is to comply.

Sac County’s estimate for how much this will raise the city’s assessment for tipping fees will be roughly $4,500 to $6,500 per year. (Divide by number of households). This assessment number has been based on the number of people the 2000 census data says we have instead of on reality.

Said Frohardt, “Either way, it’s going to cost the people of this community… whether they use thirty eight hundred and they want to raise it two bucks a person or if they use a thousand and have to raise it six bucks a person, you know, it doesn’t matter, that money has to come because of the powers that be in Des Moines.”

Had former City Councilperson Gary Hansen reported the details of this turn of events, which have been in motion for over a year, there at least would have been more warning. Unfortunately, he was one of the old guard that seemed to feel there was no need for the public to be made aware of potential problems. Call it “trying to be positive.”

Councilperson Nich Frohardt has taken Gary Hansen’s place on the Sac County Landfill Commission as the Sac City Council’s liaison.

  1. I think you need to talk to someone who knows what is going on. As these comments are not correct.I realize Curtis took this info from what Nick said at the last council meeting, as Nick is confused also. You need to attend a Landfill Meeting, which is open to the public on the fourth Tuesday of the month at the Law Enforcement conference room at 7:30 p.m.

  2. Ref to second Anonymous commit. You want him to print true commits, all you have to do is listen to the video. He printed what should have been true commits. He took what Nick said, you have to remember Nick is new to his appointment on the landfill board, maybe Nick should have made sure he got the correct info, before he tried to present it to the council, no offence to either of them.

  3. Anonymous#1: This story is completely accurate.

    1. The clay/plastic sealant will be a cap, not a liner,
    2. The DNR has changed the rules since 2007.
    3. The county was involved in litigation against the DNR which they are now going to not take part in due to cost.
    4. The county will assess the city on a per-capita basis, based on the year 2000 census data, a number that falls between 1000 and 3800. (2368)
    5. The assessment will be between $4,500 and $6,500. (possibly $4,736, but as this exact number is speculation I let the range estimate stand.)
    6. The only solution for meeting this increase that has been suggested by the Sac City Council so far is to pass that along to the public in the form of a fee increase for garbage service. (between 2 and 6 dollars)
    7. If Gary Hansen would have done his job, we would have known that this was coming a long time ago.

It is TSN policy that anyone can anonymously say almost any un-credible thing that they would like in the comment section as long as it isn’t about an ongoing, non-federal criminal case. The comment section is for the public to go off in almost any way that they would like.

Everything that is written under the byline Curtis Bloes or published in the “post” section of TSN however, will be the most accurate information available at the time of publication.

If a correction is called for, I will line out the incorrect part so that you, the reader, can see what was corrected. After double checking the facts of this particular story, I published. Post publication, on the suggestion of Anonymous #1 , I checked the facts with a third AND fourth source and still do not feel there is anything in this story that needs to be corrected.

Anonymous#1: If you still feel something in this story is inaccurate, please feel free to be specific and I will be happy to make corrections if necessary.
