Shirley Phillips and her cronies can write a grant, approve it, dole out the money, then come back and try to change the scope of work. Good job for the Supervisors for not being bullied into doing more work like she tried to pull. Good to see Shirley has a new puppet on board in this lady. And wow, she can just change what the grant was for? How does that work?
