The basis of all these city/county agreements are that the city will run the utilities out o the park, and that the county will set up and manage a TIF district, and there will be some sort of agreement about how much each party pays as far as the utilities provided to the district is, and how much each entity re-collects off of the cost associated with running those utilities. Which utilities are included is a negotiable point as are streets and sewers and all other forms o infrastructure.
