VIDEO - March 14, 2011 Schaller City Council Meeting
1. Call to Order.
2. Approval of Minutes of the March 7, 2011 meeting.
3. Discussion about claims.
- Garbage truck gets another pressure plate.
4. No communications.
5. Amendment of agenda to add in 1st Coop building permit, inclusion of a vote on the streets, removal of police chief candidate interviews, and removal of discussion item about disallowing weapons on municipal property.
6. Public forum.
- No one to speak.
7. Discussion about having city lift station equipment serviced on a regular basis.
- Discussion about getting pumps serviced.
-- A contract to have a company called Mississippi Pumps do this would cost $615 annually.
-- Currently nobody inspects the city’s lift station pumps.
-- City employee directed to see if there is more than one company offering this service.
--- The council will reconsider this item at the April meeting.
8. Discussion about snowplow popping up on the curbs.
-- Last year there were complaints that the snowplow was not getting next to the curb.
-- No action taken.
9. Did the truck ever get junked?
- No action taken.
10. ICAP visit.
- It was suggested a truck maintenance schedule for the fire truck be implemented and that parking signs be put in front of or on the doors at the fire station.
11. Discussion about old signs around town that are now hard to read.
- Council directs city employee to take money for signs out of road use budget.
12. Clerk needs to attend meeting in Des Moines to keep up certification for $50.00.
- No action taken.
13. No bill has been presented from the Sac County Sheriff Department.
14. Discussion about building permit.
- Project fall within standards and no action need be taken.
15. First Coop is putting in another bin.
- Concerns about ice and water falling onto vehicles on adjacent property expressed.
-- The Coop and the property owner reached a gentleman’s agreement for the use of part of the property owner’s property.
- First Coop is going to make more efficient use of the property that they already have around the bin site by rocking in closer to the bin.
16. Discussion about National Flood Insurance Program, and whether to sign up for it.
- If FEMA declares a flood disaster, and the city does not have the insurance, than the state might deny their 10% of the disaster money.
-- Acting Mayor pro-tem expresses displeasure with where the flood plain lines have been drawn.
--- The map they are using is 25 years old.
--- It was determined that the portion within the town is no longer in the flood plain, but the section down by the acting Mayor Pro-Tem’s place is still affected.
- This item will be included on the April agenda for further discussion.
17. Discussion about having Sheriff issue ticket to citizen.
18. Discussion about concrete step project that was awarded the Sac County Endowment Grant.
- This project was one of the projects that Shirley Phillips refused to share with TSN the reason for not fully funding.
-- Council wonders why Shirley didn’t show up at the meeting.
- Council discusses applying for Sac County Endowment money to put up a new sign.
19. Introduction of first Police Chief Interviewee.
20. Continued discussion about concrete step project and how the shortfall created by the Sac Endowment Foundation will be funded.

- Somebody tripped on the base of the stop sign.
- Council person to take a close look at pool.
- Concerns expressed about sealcoat on streets.

-- Gas company reps at recent meeting characterized as “hostile”.
