Sac City Councilperson Nick Frohardt questions the goings on with the debris pile behind the VFW

SAC CITY, IOWA – SEPTEMBER 13, 2010

On September 13, 2010 at the Sac City Council Meeting during the approval of the consent agenda, Sac City Councilperson Nick Frohardt asked about a bill in the claims listing for $16,000 for Thomas Brothers for grinding ( CLAIMS ).

According to Sac City Administrator Adam Ledford, the city put out a request for bids to have the pile of storm debris behind the VFW in some way removed, but did not receive any bids. As a result, FEMA gave Mr. Ledford permission to seek out estimates and to hire based on those estimates.

Thomas Brothers out of Fort Dodge, Iowa provided the lowest estimate… According to Mr. Ledford, this estimate was nearly $9K under the next lowest estimate, though that paperwork was not provided to the council people.

In the week leading up to the September 13, 2010 council meeting, Thomas Brothers came in and ground the roughly 8000 cubic yards of storm debris into wood chips.

Mr Frohardt then asked about the cost of hauling the wood chips away and whether that was included in the original estimate.

According to Mr. Ledford the cost of hauling the chips away was not included in the original estimate.

Mr. Frohardt then asked about the amount of time the city employees spent helping Thomas Brothers feed the chipping machine.

According to Mr. Ledford, there was some confusion about how much time would be required by city employees to help feed the machine. That time ended up being for longer than they had planned, though he did not specify how much longer that time period was.

Mr. Frohardt then asked about the 50/50 to 60/40 mix of trees and dirt that did not get ground, and what would be done with that material.

According to Mr. Ledford, the ranking city employee on the ground made the decision to allow Thomas Brothers to leave that material behind. When pressed about what would be done with that remaining material, Mr. Ledford informed Mr. Frohardt that the remaining material would be hauled away “in the next week” and used for an as yet undisclosed project by “Bob” (Scheffler).

According to Mr. Ledford, FEMA is supposed to pay 75% of the cost and the state is supposed to pay 10% of the cost of this project, leaving the city to pay 10% or $1,600.00. Unfortunately, only 50% of the funds have shown up at this point.

Answering Mr. Frohardt’s further questioning about why the funding was at a lower level than promised, Mr. Ledford pointed out that FEMA had figured a payout of roughly $1.00 per yard to grind the pile of debris. It ended up costing about double that amount at $2.00 per cubic yard. Mr. Ledford believes that the city will get additional funds for this project.
