The Schaller City Council is picking through its code book for the first time since 1984 and is holding several sessions for citizens to opine at length about what is wrong/right with the city code.

My name is Gary Dull, I was Schaller's part-time police officer. I submitted my resignation to pursue a position with another community. I want to thank the citizens of Schaller for allowing me the opportunity to serve them. It was a pleasure, you made me feel welcome and a part of the community. For those of you that don't know me, I'm a career police officer with thirty years of experience. My expertise is in training men and women to become police officers. I also have a background in code compliance / enforcement. I have worked as a code compliance officer in a city of over 500,000 people. Unfortunately, Mayor Voss and majority of the council weren't interested in my knowledge or experience. We could have been well on our way to solving many nuisance and building code issues but the mayor and council want to keep things as they are now. My question, How is that working for you? If you will go to the mayor and council and demand that they stay out of police and code compliance business, you will see better results and get the professional police services you deserve. I'm willing to help. You may view my code compliance reports at city hall, they are sitting on the council table. Please take a look at the list of my criminal cases too. ReplyDeleteThe mayor and council are in the process of interviewing applicants for a full-time police officer position. The position is vacant because of employee turnover, police officers are leaving city employment and for good reason. The problem isn't the community, officers stay in Schaller because the citizens appreciate and respect them. They leave for other reasons, pay is always a factor but for the most part the problem is a lack of fair treatment and interference by the mayor and council. I can't figure out why a mayor and council would hire a police officer and then interfere in the officer's duties. It doesn't make sense and the problem is driving your officers to other communities. The Iowa League of Cities offers an on-line course (publication) titled - Policing the Hiring Process. It would be a good read for the mayor and council. They also offer an on-line publication - Record Retention Manual for Iowa Cities. The city doesn't keep copies of police crime, accident or code compliance reports. The city should be maintaining these files for ten years, this is another oversight by the mayor and council.
