7. Approval of resolution 11-04 adopting the fiscal year 2011 – 2012 city budget.

8. New Water tower and water line plans discussed at length.
- Plans done,
-Specs almost done
- Will be able to set a bid date at the April 2, 2011 meeting.
- It was suggested that they go with a darker color under the bulb to avoid having mildew show on the underside.
- Many of the waterlines will be directional bored to avoid disrupting traffic.
- Council takes no action.
9. Law enforcement report.
- 106 entries in the log.
- Fight on main street.
- Drunk man wanted to go to jail.
- Council reports no new issues.
10. Elizabeth Feilmeier and Renee Drey give 2010 library report

- 25 different kids attended with a peak of 19 on one day.
- They are appearing tonight to ask for a $150.00 grant to dothe program again.
-- This is a match, they will get a $150.00 matching 4-H grant .
-- Council acts on request and gives them $1560.00 unanimously.
- Council directs Elizabeth to come to them with any additional needs.
11. Casey General Store is proposing to move their location to the corner of Maple and 6th street.

- This is not a done deal.
- They will have to annex into the city to get sewer service.
--They are required to be annexed.
- They want to have this in stone for June, 2011
12. Sac City Endowment grant approved for city hall roof.
- Council people concerned that getting estimates for the grant will screw over the contractors when it goes to bid.
13. Discussion about city clean-up.
- Set for May 11, 2011.
- City Wide garage sale is on May 6, 2011.
- City wide clean-up costs the town $1,148.00.
- Council decides to ad a fall clean up as well.
14. The mayors of Sac County are proposing to put a sign on new sign on the county lines of the 20 bypass that displays a map of the county and all of the communities within. The sign would also have a little visual blurb showing what each town is known for.

- The towns would share in the cost of the signs.
- The council takes no action on this item.
15. Discussion about creation of a noise ordinance to address decibel levels around the bar.
- this ordinance would apply to the entire town and would essentially make it pointless to call in a complaint by setting a decibel level that encompasses the sound the bar typically generates. In this case it was speculated that 86 decibels at 25 feet would be a safe level, but nothing was put in stone.
- The council directed the clerk to do further research.
16. A contamination plume is breaching the south water well.
- The well is NOT contaminated and the water is safe for right now, but a breach from the gas station tank has been detected.
17. Discussion about dead tree complaints.
- Superintendent directed to have contractor remove the trees unanimously.
18. Council reviews action list.
19. Review of clerk’s report.
20. Mayor reports that the landfill will raise tipping fees.
- The issue of why garbage tags are used answered.
-- To encourage recycling.
21. Discussion about Library board not meeting.
- Clerk directed to find out consequences of missing meetings.
- Library board president getting “wound up” about removing the librarian.
22. Discussion about librarian continuing to stay late.
- Citizens are concerned that something is wrong when she is still in the library at 8:30PM.
-- She was already told not to stay that late.
- Library has been closed during posted hours in the last few months.
-There is no record of disciplinary measures at this time.
- There is no contract with the librarian.
-She is considered a part time employee of the city.
23. Council decides to take an in depth look at all issues pertaining to the library.
24. Superintendent of public works report.
- Floor of the shop needs to be replaced.
25. League of Cities being hosted by Cattleman’s in Sac City on M10, 2010 at 6:30PM.
- They will award grant checks on that night.
26. Adjournment.
