I think Nick brings up a lot of good points in these meetings, but his confrontational style will only get him dismissed more than heard. I believe it is possible to be persistent and firm without being argumentative all the time.
Anonymous #2: I've never had a problem getting Adam on the phone, face to face, or to answer emails, sometimes WAY WAY after business hours...
Sandy's office on the other hand is out of view of the public. Is what you say something you just heard, or did someone with regular line of sight access to her office tell you this?
Trust me, not getting paid on time by this City is very common.
